I was wondering if it is too late to increase breast development in the adult years. I am 42 and had a hyst at age 39. I was only prescribed oral BCPs for cycle control at age 18. I had spontaneous cycles at age 13 (I am mosaic TS). I feel my development stopped around tanner stage 2-3 with minimal breast development. I should also add that my mother had breast cancer at a very young age as well. Is there anything I can safely do for breast development at this stage in life without surgery or increase in risk of breast cancer?

Very good question; so you basically want to avoid using estrogens and surgery? TBH I don't think this is possible; to my knowledge everything that would make the breast size increase via a hormonal influence, would also increase the risk for breast cancer.
Just out of curiosity, why isn't breast surgery an option? Cost?
