Are you sure about black surfaces emitting the least radiation? Black surfaces are good absorbers and emitters of heat. Anyways, could we also include the topic of specific heat capacity in question 6 (b) as the road has a comparatively smaller value of specific heat capacity when it is compared to h20

Black bodies radiate the most heat and reflect the least light while white radiates the least heat and reflects the most light. Since we are talking about radiation in this question, mentioning about heat capacity might not give you the mark(s). The answer given should be relevent to the whole question. Hope it's clear.
