Hello, if you want to mod the game, so PC is the best choice. Android mobile version can be modded too.
If you want just play the story, mess around with original game, feel the old classic GTA SA atmosphere from 2004, so I recommend original PS2 version on PS2 console, or if you have PS4 or PS5, so you can buy original GTA SA PS2 version to your console.
I don't recommend to buy GTA SA Definitive Edition.
