I believe it was suppose to be a video of The One and she didn't have a permit to shoot in Japan. So she had to scrap the video but she used the footage she had as a kind of dedication to her Japanese fans.

There was so much variety back in the days, medium-upbeat, fast-paced, futuristic. Not to mention the artists were servin' up some fire as well; Mariah, Aaliyah, Monica, Mya, Brandy, TLC, Destiny's Child, Alicia Keys, Musiq, Missy Elliott, Craig David, Mario, Usher, Robin Thicke, J.Lo. I watch some behind the scenes show back in 2002 and the video was actually supposed to be for her song "The One". But her record label changed their minds and made this song their new single. The One video was about her and Will Yun Lee being chased by triads with car chases and shoot outs. After The One got scrapped they just used some of the footage they filmed for the other video and made Boy i need you with it. Mariah was also almost arrested for filming in Tokyo without a permit.

Whenever a new video comes out they talk about it on Access Hollywood, E! , Good Morning America and what not, "reaction videos" come out from vloggers, etc so it's thrown in everyone's faces pretty much lol. :) I wish these would get more views as well lol but youtube (2005) was born after some of these videos already existed.
