Bulgaria is a nightmare to do business in. You will be charged at least 3X the normal bribe to get anything done. That alone gives you a taste of what to expect. It can take months to get a simple permit approved. Whatever law is written is meaningless and can have little to do with how things actually work. It is by far the worst place to start a business anywhere in Europe. This is a stupid conversation to have. Ask someone who's been burned by it already. This theoretical talk is meaningless.
