All of this is done if we somehow figure out how to do two things: End the electoral college, in our modern world with our modern technology there is no reason for it; and term limits for both the house and the senate will end this extreme 2-party world we are living in. The distinction is that requested mail in ballots is different than shot gunning ballots out to all voters. Current mail in elections have had a failed acceptable ballot rate of 20 to 30 %.
