DWI Driver SLAMS into another motorist fleeing from Arkansas State Police

  • Trooper's Report:
    On February 20, 2024, I, Sergeant Stephen Briggs, was parked on the right shoulder of MacArthur Drive facing north. I
    observed a gold SUV traveling south on MacArthur Drive, passing motorists in the center, left turn lane. I also noted that the
    vehicle’s right headlight was out. I turned around and got behind the vehicle as it stopped at the traffic light at Doyle Venable
    Drive. I observed that the vehicle was a gold Toyota Highlander with no license plate
    After the vehicle turned left to travel east on Doyle Venable Drive, I initiated a traffic stop at approximately 8:59 p.m. The
    vehicle immediately accelerated above the posted 35mph speed and began to flee. I informed dispatch I was in pursuit and
    activated my siren. The vehicle proceeded east on Doyle Venable Drive, passing through the red traffic signal at Pike Avenue.
    The vehicle continued to show a blatant disregard for other motorists on the roadway as it passed through the red traffic signal
    at Camp Robinson Road. The vehicle continued east on 37th Street into a residential area at reckless speeds before striking
    another motorist at the intersection of Chandler Street
    The impact disabled both vehicles, and I informed dispatch to send emergency medical services (EMS) to my location. I
    approached the suspect vehicle and observed the driver, Nicholas WALKER, was unconscious.
    However, I could tell he was breathing by the rise and fall of his chest. I also noted that his seat belt was buckled in behind him.
    I immediately made contact with the victim, [Redacted], and noticed that he was in extreme pain and
    shaking uncontrollably. As I was tending to Ramos, WALKER began to exit the left rear door of his vehicle. I removed WALKER
    from the vehicle, placed him on the ground, and put him in restraints. I instructed WALKER to stay on the ground while I tended
    to Ramos. Fearing that Ramos may go into shock, I stayed with him until EMS arrived and transported him to UAMS.
    Moments later, Corporal (Cpl.) Jerry Oglesby, Troopers (Trp.) Chaice Weatherly, Alex Bratton, Anthony Goins, and Trooper
    First Class Shane Caviness arrived on the scene to assist. I informed WALKER of his Miranda Rights in the presence of Trp.
    Bratton. While speaking with WALKER, I noticed he had slurred speech, and I could smell the odor of intoxicants on his person.
    WALKER told me that he drank a few shots of alcohol and that he ran because he did not have a license. Another EMS unit
    arrived and transported WALKER to UAMS for treatment.
    Cpl. Oglesby conducted an inventory of WALKER’s vehicle and located a plastic bag and a small glass jar containing a small
    amount of marijuana (both labeled E-1) in the center console. Cpl. Oglesby also located a small amount of U.S. Currency in the
    vehicle. I secured the marijuana, and Cpl. Oglesby placed the U.S. Currency in WALKER’s pants pocket before he was
    transported to the hospital. Trp. Goins completed a vehicle tow sheet, and the vehicle was towed and stored by Jim Smith
    Wrecker (storage# 20240220214245ASR).
    Due to WALKER’s injuries, he was given a felony NLRDC date of May 2, 2024, and charged with the following:
    27-14-304: DRIVING VEHICLE WITHOUT TAGS
    27-22-104: NO LIABILITY INSURANCE
    27-36-209: VEH LIGHTS - DEFECTIVE/IMPROPER HEAD LAMPS
    27-51-309: IMPROPER USE OF CENTER LEFT-TURN LANES
    27-16-303: DRIVING ON SUSPENDED LICENSE
    27-50-308(b)(1)(B): RECKLESS DRIVING - 1ST
    5-54-125(d)(4): FLEEING - FELONY - VEHICLE OR CONVEYANCE - SERIOUS PHYSICAL INJURY
    5-13-201: BATTERY - 1ST DEGREE
    5-65-103 2ND: DRIVING WHILE INTOXICATED - DWI 2ND
    5-64-419(b)(5)(A): POSSESS CONTROLLED SUBSTANCE SCHED VI 4 OZ
    27-37-702: NO SEATBELT

      He didn't get bail, was admitted to the hospital so the LEO wrote it all as a ticket-"Due to WALKER’s injuries" indicates he was admitted. Research would likely find the prosecutor filed a warrant and had him picked up, a bond set he could/couldn't make.

      I guarantee even if he goes to court his sentence will be not much more than a slap on the wrist. I've seen these videos where the offenders have 3, 4, and even 5 DWI priors.

    “He had enough energy to get outta that car, his ass can wait” Trooper Briggs to EMS. We all concur! Your ass can wait until the innocent victim you hit head on while drunk, is seen by emergency responders.

      100 correct. I work nearly 20 years in ems, and when we got on the scene of an accident that involved a DUI or something like that I always checked on the person that was hit first. The innocent victim gets priority, just the way it works

      @Kiki-Kauai, Sir OR Ma’am you ARE 100% CORRECT. I would NOT have ANY problem/complaint IF ASP Stephen Briggs, besides handcuffing the CRIMINAL DUI/DWI driver, would ALSO add ankle cuffing too. Seeing as that CRIMINAL DUI/DWI driver got around just ducky to get from the driver seat to exit from the back left passenger seat. It appears that the 3 people on the right side of the screen are EITHER family members OR friends of the innocent driver. They were visibly and when they got close to the innocent driver sounded VERY upset/worried. ASP Stephen Briggs was ALSO upset/worried, BUT he STAYED professional YET calm & caring towards the innocent driver.

      It usually takes a 3rd to become a felony in most states, and even then it's usually only 2-3 years at 25-33% before parole, including county jailtime. My home state the 4th and beyond they'd load them people up. Friend got 10 for his 4th, had to do 85%, 8 1/2 years before eligible for parole-did it all because he was a dumbass.

      @@wildernessman760 The grappler should bind up the rear wheel which will be enough to stop anything powerful enough to drag a cop car. I don't see anything FWD or even AWD succeeding at dragging a police car around after that.

    5 year automatic sentence no possibility of parole for running. 20 years no parole if someone is hurt. Life no parole if someone is killed.

      Know if you read the police report he was admitted to the hospital apparently with injuries. But irregardless when you have a scene like that you always check on and take care of the innocent victim first

      The L.E.O.’s, Firefighters, Paramedics, Ambulance drivers and E.R. Staff, the worst calls are involving infants, toddlers and older children that stays with them, that brings heartaches. Then there are these types of CRIMES that the innocent people who are minding their own business are injured OR MURDERED by DUI/DWI CRIMINALS that ALSO brings heartaches, WORSE when in this case the L.E.O. SAW IT HAPPEN FOR HIMSELF. Prayers for the innocent driver that was hit by this CRIMINAL DUI OR DWI driver, AND prayers for ASP Stephen Briggs witnessed this CRIME IN PERSON. Probably had OR MAYBE STILL has this CRIME continuously playing over and over again several times a day, and MAYBE with nightmares.

      @@Wyomingchief Yes the report said he was admitted to a hospital due to injuries, but I think he means he hopes he's okay in the long run. You can go to the hospital for injuries and be fine the very next day, or your injuries could affect you heavily for the rest of your life. Hopefully his injuries were minor and he will not be affected by them in the future.

    *4th Felony fleeing arrest of the guy.
    *2nd DUI.No seatbelt, Busted headlight.
    *5th Possession of a controlled substance arrest/charge.
    *Had a Suspended License.
    *No insurance/registration.
    *Amongst other serious charges* .

Wanna actually show you've some brains, you should of researched and seen if the prosecutor filed a warrant and had him picked up after his release from the hospital(you did realize he was admitted due to LEOs report of issuing tickets?).

    Brother-in-law in NC coming home from work was killed by a drunk driver at 5:00 in the afternoon. Killer was a local wealthy farmer with 12, yes 12 prior DUI’s. He bonded out before the funeral ever took place. Brother-in-law left a homeschool wife and three young children. It took 2-1/2 years before there was a trial. She got a cash settlement (lawyers took a lot) and the killer got five years in jail. Two of the three kids ended up with issues. There was no justice.

      I'll never understand why they don't get harsher sentence. I was hit head on in 88 by drunk. Totaled both cars. He hit us so hard our skid marks were going backwards about 30 feet. He died...in his early 30s. So sad. Luckily, by the grace of God, My sister in law and I suffered minor injuries but ones that stayed with us through life. Whiplash, concussions, stenosis , joint pain, migraines etc. His small style truck , the tires, were up in the engine of our ford Taurus. It's a horrible , traumatic experience. There was no money to be had really. But we are blessed to have survived without major injuries. Habitual offenders should never be given the opportunity to become habitual offenders. 😢

      I wonder what will be justice in those cases? Life in prison, millions in cash for a life without a husband or dad? Life is often unfair but if someone dies they never will come back even if the suspect is getting the death penalty 😢

    For the mother to hear the crash, come running out and instructed to stay back while her son was being assessed by the officer must have been devastating for her. Can only imagine what was going through her head. @10:06 when the officer said "Get mom. Bring mom over here" Than assuring her and letting her see he was alright was awesome.

    No matter where you are, we do not punish DWI enough. It's not an accident that someone got into a vehicle while under the influence, they made that decision and they need to feel heavy consequences. Yes alcohol or drugs affects their judgement, but it was still a choice. And the fact that there are drivers on their second, fifth or tenth DWI is just appalling.

    I could swear I just heard the DUI driver say "I'm hurt" 🙄, are you serious? You expect attention BEFORE the innocent people you just slammed into, and you didn't even ask about them, unf-king believable. EXACTLY, make the criminal wait, whoa Trooper Briggs is pissed 😡.
    MUCH RESPECT FOR THE OFFICERS BOTH HUMAN AND K9 🐕‍🦺 WHO RISK THEIR EVERY DAY TO PROTECT THE PUBLIC AND THEIR COMMUNITIES ❤️🤍💙.

    It always amazes me how people will drive around with no plates no license and no insurance and drunk speeding and passing other cars he turned a couple misdemeanors into several major felonies. Usual suspect

    My past husband got addicted to pain pills. He was in withdrawls and after a hand full of his xanex took off. I drove to town and never found him. I got a call hours later from Georgia state police that he'd been in an accident. Apparently he drove himself (don't know how he made it) to get a pain shot at the hospital and pills. He lied and said he had a driver outside. On the way home he fell asleep and ran off the road . It woke him up and he over compensated and drove across the road right into the woods. Totaled the truck. After going to hospital to get checked went straight to jail. Thank god he didn't hurt anyone. He paid over $30,000 in fines and court cost, had to take multiple classes. Lost license for 2 years Also 100 hours community service. He committed suicide 9 months later . Point being not all states let you go even for first offense

    Thank you very much for including the Trooper's Report. Driving and drinking is NEVER okay. Driving without a license is NEVER okay, and fleeing from the police is NEVER okay. Nor is it EVER okay to speed and crash into another vehicle. Using drugs of any kind that can affect the ability to drive is NEVER okay. You can kill other people, which no driver has the right to do, EVER! The folks in the other vehicle had to be seriously injured, and that is NEVER okay. Ask me how I know all these things, I dare you. I've been hit in the left rear quarter panel and spun 180 degrees by someone running a red light, I've had a lady make a left turn in front of me, totaling my vehicle, and I had someone pull out in front of me in a 45 mph less than 50 feet in front of me. I took the ditch to keep from T-Boning that vehicle. My life was forever changed, but I'm very grateful that I can still walk, even though I walk with pain! It's so very IMPORTANT to realize that driving is a privilege, NOT A RIGHT. If your license is suspended, your privileges cease! Don't mess up someone else's life and your own by drunk driving!

    Life in Prison WITH hard labor for the FIRST TIME these DUI/DWI drivers get caught. WHY ALLOW these DUI/DWI drivers MORE CHANCES TO MURDER AND INJURE those of us HONEST, SOBER, SAFE, LAW ABIDING DRIVERS AND ANY PASSENGERS WE MIGHT HAVE WITH US?

      Not really it was only about 4 minutes, which is not uncommon at all. Some of these small towns don't even have an officer on duty or a police force sometimes. So you've got to wait for the closest Trooper or Deputy to get there

      I worked over 20 years as a paramedic, and part of that was in a rural county. There were times when we needed an officer on scene and it can take up to 20 minutes to get one there

    We need law in this country where judges can be held accountable for letting these violators back out on the streets. This stuff is serious and requires serious punishment. If we don’t, things are going to continue to get worse.

    He was going to get a trip to jail, but only for misdemeanors. Instead he decided to drive like a homicidal maniac, and almost killed an innocent man and has several felony charges. I hope he rots in jail for a year at least. Seeing one part of the crash with the suspect, while we're hearing from the other part of the crash with the victim is confusing.

    Reason Walker climbed out and walked away was because he was in a Highlander. My boyfriend totaled his Highlander when someone pulled out in front of him and his crumpled up the same way and he and his daughter walked away sore with bruises from the seatbelt and air bags.
    But I have also noticed the drunk drivers usually survive.

    Srange that the trooper would not let mom come check on the victim who got hit until the ambulance arrived but i suppose he wanted the ambulance crew to check the victim first to ensure nothing serious before mom could crowd him.

      Nope not strange at all. I worked as a paramedic for nearly two decades, and the last thing you want on the scene is a screaming hysterical mother. Number one the scene wasn't even secured at that point, and you don't need her upsetting the patient even more

      Trooper left his radio on and pretty loud, so it's probably RUclips's automated copyright enforcement muting the sound.

      Mic apparently wasn't working correctly, seemed while the fleers car was between him and the dash cam it wasn't getting a signal. He stepped back once while at the innocent drivers car and it worked until he move back out of line of sight.
      You know how government agencies are-city, county, state, federal-in being charged the highest for items but actually receiving inferior items than we can buy cheaper.

      @@emilyvickery8081Not on ASP mics. That's usually the body worn cams w/mics. Tap on and the video reverts back 30 sec but the audio only starts the moment it's turn on.
      On playback that's why there's 30 sec mute for mic while the vid plays. It's so if it's turned on after an event starts it'll capture 30 sec further back and maybe get the beginning of the event on vid.
      My dash cam, if I tap "save" it adds about 10 sec before when I tap it. Audio, don't know, personal dash cams so I don't have audio on-just to record so liars can't get their thing off claiming it was my fault.

    There needs to be stiff laws when you flee. First, be charged with every single stop sign, red light, speeding etc all traffic violations you commit, second, every mile fleeing is $500 fine, mandatory one year jail, longer if there are injury’s, your insurance shouldn’t cover we any expense, you should have that burden. Judges stipulating people go and no dismissing ANY charges period.
