As technology and science got better at separating molecules and their effects on the human body, we started splitting off different parts of the "b complex" into the numbered Bs: B1 through B12. A few of the numbers were then disqualified over time because they were. found to be unnecessary in diet. That's why there's no B4, B8, B10 or B11 anymore.

Isn't that mostly a problem with supplements though? I've heard that it's one of the reasons why vitamin A supplements should be avoided if you're a smoker
No, because the 12000 is the amount of beta carotine and other caretonoids it has, so only about 1000 would be converted into vitamin A. It's also harder to overdose beta carotine, but it's possible and it can cause skin discoloration that does eventually fade away after weeks if the consumed amount is reduced.
