Hey Donte! I have a Webtoon recommendation for you called "Lost in Translation". It's a little out of your usual taste for webtoons but I found it to be a good read.

Not all black superheroes have electric powers. Sure a lot have this power but others don't look at Luke Cage, John Stewart the green lantern and Doctor Voodoo.
One tie in to the Black Superhero with Electricity powers was a rights dispute DC had between the creator and the TV networks. So they kept recycling the character with a different name and costume, but the same powers. By the end DC had 3 or 4 of them.
I recommend Do a powerbomb by David Warren Johnson, the art and story is awesome. One issue has them fight two of King Arthur's knights in a wrestling match. And since you like Power rangers, I also recommend Kyle Higgins's Radiant Black. It's written by one of the writers for the Boom Power Rangers comic
