I'm not sure the math works there. If the average student to teacher ratio was 15:1 as reported by "Charter Success Partners", which is obviously lower than reality in some districts. If you want an alternative option to public schools you might first look to charter schools (which don't have tuition costs like private schools). So, if you live in a district that has only private and public, you might need a voucher to help you pay for a private school, since there are no charter schools as options. I'm not saying it's perfect, I'm just saying that's a way it can help low income families have more school choice.
