Mario makes should have added flippers as a type of customization for Enemy’s similar to the wings and parachutes. Mabey it could make none water enemies go faster or water enemy’s go even faster. Mabey it could even be a snorkel or somthing. I don’t know it would be cool to make a boss under water without it being super slow

He doesn’t count as a Koopaling because he’s just not one of them. The Koopalings aren’t even the adopted children of Bowser, they are just children who work for Bowser while Bowser Jr. is the biological son of Bowser. That’s the reason, and the Koopalings are actual bosses.
