Have oats and clover , The oats are about twice as tall as the clover . Should I cut the oats lower/to the hight of the clover . Clover is the crop I want oats was to keep the deer from eating it , But have little deer on it ?
Yes you can terminate the oats if the clover is well established.

The plot turned out great!! Using oats or another cover crop is a great option for establishing clover in the fall!!

The first frost will kill the oats but the clover will be established, which is the goal.
