I think that, following the results from lecture 2.4, the term captured by the curly brace (and just that) should be E_{n,q} ^ (1) * delta_{lq} instead of E_{n,l} ^ (1) * delta_{lq}...
Then, after evaluating the delta function, the only left term is the one for q=l.
I would be happy about feedback and wish you all the best!
It only depends on which side of you deltaH acting on. If you act on the left side, then you get the E_{n.l}.
at 22:10, when he solves for the second order E(n,k), it is beautiful that [kronker delta](l,k)=1
