      Lol learning about politics in other European countries is so baffling. In Norway we have a minority government with few issues. Other than covid rules, Norwegian media doesn't really talk a lot about Norwegian politics, they actually talk more about American politics.

      @@jeb_bush6129 in Italy it's exactly the opposite in a 30mins TV news program,
      10-15 are for daily Italian politics
      5-10 are for local news (murder, famous people, mafia, ecc...)
      5 are for todays soccer games
      and maybe some addendums at the end, mostly paid promotions for music of movies
      this would be a normal schedule, if something important happens in the world it would be place before of after the politics, but it's rarer, and definitely not a daily occurrence .
      horrible to be honest, but this is what's on TV and people still watch it.

    Draghi may have not direct involvement in politics, but he has a long history of dealing with politicians, so believe me, he is in no danger.
    His stature alone makes look most of the politicians in the parliament like little children.
    Also, italian politicians like to yell and complain in front of cameras, but it's all talk.
    Evidence of this: Mario Monti was critized and blamed in front of cameras, but his reforms got up to 90% approval in the parliament.

    Technically speaking, there is no difference between the technocrats and others, we don't vote for the prime minister here in Italy, we vote for the parties, then they agree on a prime minister, and can agree again later on a different prime minister. This is different than the USA and maybe also the UK. So, if the parties agrees that I am the new prime minister, I'll be the new prime minister, even if people never heard of me before, cause people never voted for Berlusconi or for Renzi or for me, they voted for the parties that then agreed and formed a majority around one name. What defines a technocrat, in this context, is that they are able to do something and proved it, and are called for that reason, while politicians are only able to get votes.

      This is all correct, but it's not true that there is no difference between a technocrat and a political minister, as the latter is a member of a political party and responds to it in terms of policies. While a technocrat is "free" from political restrictions (in theory) hence the widely unlikely coalitions behind them.

      In the uk is the same, in general elections you vote for the party that represents you the best-what really changes is the voting system, called First Past The Post (FPTP) which basically allows the majority of seats in the parliament to the same two parties, Conservatives and Labours

      As I said earlier, that governments were always under the same majority, so technically at least from 1948 we had 18 majorities, that is what you have to consider. Conte is an exception (he governed with both right and left) but this is the first time

      Political crises and governments are still no biggie. The point is always on the number of legislations, which is a thing most of foreigners don't get.
      Meaning: you can change the government even 5 times in 5 years, but the legislation is one, and the overall work is carried by each single parts.
      You abroad just understand "oh it's a drama" because you don't get the complexity of Italian Constitution mixed to how phony on average Italian Politicians are (all sides) and you think "oh well, what an unstable political country" while actually nothing big happens.
      Same goes with Belgium, just worse, but I don't remember Belgium nor Italy becoming like a 2nd World Country like half of EU still is today....

    Italy parliament is different than the UK or the USA ones: you never actually vote the government, but just the parliament composition. The government policies are shaped by which party is keeping the government up. So in a sense, the government is always the representant of most people, but rarely of a political majority (this always means that no one is ever happy with it, by the way).
    So, while the parliament is, or should be, the country representation, the government should always act as technical.
    Now, this is quite a complicated system, and even most Italians do not understand it, but Italy changing government is less of a big deal than most other countries.

      I agree, I'd suggest all countries should be led by experts, appointed by a president and confirmed by a parliament, and the prime minister specifically should be appointed for short periods based on what the country needs currently. In a pandemic? The prime minister is someone educated and skilled in responding to a public health crisis. Need economic boost? An economist will lead. Schools are crumbling? Appoint somebody who has done perhaps regional work in reviving educational structures.
      There's literally no point in having a government with ministers who in many cases don't know what they're doing, which has been happening a lot with the recent rise of populist (as a Slovak, I've been watching this happen for a while now).

    As an Italian, I think you had the whole situation precisely depicted.
    I will add a few things: my opinion is that a technocratic PM is just an easy scapegoat for the Italian parties. Right now we have a new law that has halved the number of parliamentarians, effective from the next election: so you can see that every single one of them knows that there is a real chance they won't be in parliament after the next election, even if they happen to be in the winning party.
    So, that's why many parties backtracked (Lega and 5 stars above all).
    With a technocratic government they can make the parliament last a bit longer, holding power and money, and if something goes wrong they will blame it on Draghi.
    "Oh that terrible policy that you people really dislike? That wasn't us! That was totally Mario Draghi's fault! (nevermind that the policy was approved by the parliament with our party members vote)".
    This is exactly what happened with Mario Monti in 2011. He was called because the financial situation of Italy was disastrous, so Berlusconi was more or less forced to resign and Monti was appointed. He then went on making very harsh measures on pension, health care and so on, and the citizens were really angry about them. I won't say if those policies were right or wrong or a necessary evil, but it's a fact that many of the politicians that later on criticized them were the ones (or were in the same party) that approved the policies in the first place.
    Another thing about elections during a pandemic: many states did them anyway, and even in Italy we are going to have some local or regional elections, but I think in this case the problem isn't just the contagion that goes on, is that public gatherings for speeches and such should be restricted or heavily regulated, and more than that the moment is crucial to get the funds from Europe and to decide how to use them: we can't afford to have a dying government while this happens, both for political and practical reasons.
    During electoral campaigns politicians are focused (more than as usual...) on being re-elected and the government in that situation can only manage the current affairs and not launch any major policy

    As an Italian, I really enjoy a technical government. I was (and I still am) very afraid that our incompetent government will make a mess, forcing the EU to stop the funds that can save my country.
    I hope that Draghi as an economist and a superpartes technician will do the right thing and I love that he already shuts up the parties that came to him with requests and asked for departments.
    He said that he is not here to contract with the parties, and find absurd their requests and the facts that they are doing those requests, "I'm here to explain you all the plan and that's it."

    The italian media is going insane elevating Draghi to basically god status. Not just his resume as ECB president, but small crazy stuff like "he doesn't tweet, he must be a good person" or "look at how many newspapers he reads" or "look at his dogs, what a nice guy!".It's ridiculous how much they're hyping him up.     It’s very important to keep everything in perspective. Often people along with the media get carried away in a fickle manner and lose sight of the key priorities. Mario Draghi is an intelligent individual and will understand that he will have to diplomatically work on compromises across the party lines. The short-term is key, unifying the country and structuring the recovery out of the pandemic will build the foundations for real progression.

      I've always been under the impression that the word technocrat is almost always used in a positive context, although in Italy it might be different.
      Also, it's not that technocracy is naturally better than regular people running in elections. Experts are not free from their own biases and can be blind to the larger effect of their decisions. At least common politicians need to fear the next elections and that's why they may be forced to try and save that unsalvageable power plant in the province, whereas a technocrat will simply shrug it all off, close the whole thing down and then act surprised when the former employees rally behind a neofascist force that will remove him from power.
      People keep acting like pointing out the flaws of democracy is supposed to convince anybody the system's not worth fighting for. Nobody ever said that democracy is perfect but nobody else has been able to produce a system that gives you nearly enough control over who runs things. The love for technocrats has a lot to do with a love for dictators-typically, Europeans need one or two decades under an authoritarian rule to become the most zealous democrats around the world, that is until they will become bored with their democracy after another few decades and elect another strong man to lead them.

    As a foreigner living in Italy, can I please say THANK YOU for making this clear! Part of the reason so many Italians don't know what's going on is that the main news reporting doesn't give any context whatsoever to the day's news, so if you're a day or two late catching up it's impossible to understand what's going on because the background never (or rarely) gets re-covered except perhaps on the talking heads shows where it gets lost amongst all the posturing and yelling xD

      They simplified a bit, but the an other major reason was that having a dimissionary government draft the EU found budget allocation would have put our political system in a bit of a checkmate.

Nothing, they hated eachother and they are togheter now only for their own interests (probably money related). Now Draghi may be able to fix the economy but everything has to go throught our parliament which is the same as before, if not even worse because there are more parties that share nothing with each other. Hopefully everything will be allright but I doubt it.

      The British parliamentary system works well - and has done so for hundreds of years, the Italian version works less well: that is not controversial.

      Nah dude. Here that's just a technical term for when the country is in such a mess that no politician wants to be seen holding the ball while they fix it. In Italy political governments generally give way to technocratic ones when it's time to stop bickering and actually make changes. It's a bit of a shame, but it works. The new government isn't dependent on politics, so it has lots of room to manuevre. Remember, these aren't just a random think-tank ''panel of experts''. They're government ministers now.

      @@Croz89 In theory, sure. But the thing about the italian system is that it's inherently unstable. If the government doesn't function, it gets voted out by parliament and we go to elections and make another. Even a technocratic government needs to be approved by parliament.

      @@Croz89 Yes. In theory, sure. The bureaucracy keeps going, but the government changes. Basically, things still work as normal, but no changes are made. But that's very unlikely, because the president sits down with the ministers and the premier and hashes out what the government wants to do and how it's going to do it, ect. And he can also approve or disapprove of any ministers or plans he doesn't like... As the video said, it's pretty complicated, but it works.

    Will he be able to restructure Italy's debt to sustainable levels? Will he be able to return Italian industry to competitiveness? Will he be able to reverse the aging Italian population? Will he be able to stop deep rooted political corruption? If the answer to these questions is yes, then he will save Italy. Otherwise no. I am not optimistic of his chances. If he is an honest operator, as soon as he upsets too many vested interests he will be gone, irrespective of his capabilities.

      @@hmthisisit I do not know. I expect things will work out in the end, but when that may be and just how is open to much speculation and debate. People talk of QuItaly as a solution to Italy's problems, but I think they are much more deep rooted than simply membership of the EU and the Eurozone. What is clear though is that the current situation in Italy (and elsewhere) is unsustainable and the status quo will break. It may sound off the wall, I know, but I think the long term solution is not Italy leaving the EU, though that may help, but the breakdown of Italy into its pre-unification states. Since its inception, the Italian state does not appear to me to ever have been a raging success

      @@ripp102 I am not suggesting that Italy should do this but given that the country is in a right mess and has no reasonable plan to get out of it, this is may be what actually happens in the long term. Italy has been many states in the past and comparatively more successful when that was the case And I do not think Italy is unique in this regard. The US springs to mind, to say nothing of the UK. Bear in mind the global trend since the end of WWII has been an increase in the number of nations on the earth, not a decrease. When the state fails, alternatives arise.

    If Italy is ever able to truly unite its people, reform its suffocating redtape, and liberate its hungry youth and innovative industries from byzantine taxes and laws, it would be a spectacularly wealthy nation. However, even stuck in its current miserable state it is still somehow able to stand on its legs as the worlds 8th or 9th economy. Imagine what she could have and could still be... the rest of Europe should make this a major priority for the union as a whole. Those who disagree... we all know how impactful an unstable Italy has been over the last millennia.

      @@thelightsilent Well... for a while I had followed a podcast with economist Mark Blyth. He mentioned that it was estimated that 30% to 40% of the capital in Italy would leave the country should Italy leave the EU and the Euro. People with money do not want to be invested in a currency that might not be very strong. Italy has a large deficit and historically speaking, the Lira wasn't a very strong currency, thus the flight of capital might be a real treat.
      Not sure what the best solution is, but "leave the EU" will definitely have its downsides. Especially should Italy also leave the custom union, what the UK just did, leading to a lot more paperwork to cross the border with good. Although technically, the UK is still in a transition period when it comes to the custom union regarding to certain goods.
      Don't know what the best solution is, but I am a bit critical about your proposal, as it will have some caveats.

    As an Italian: no he won't save Italy. Our problem is the governance system. Purposely designed "weak" after WWII in order to prevent the rise of another hegemonic power and regulated by an extremely strict constitutional law (Renzi's government knows something about this), Italy's government structure is prone to change. Hence so many governments within few years.
    Whilst preventing the rise of a new strong power, it also crippled the ability to have long term plans and, more importantly, medium-long term accountability. All the politicians are focused on short term strategies, like promising something they know they can't deliver, just to increase their popularity (and why would they do otherwise since there is no incentive?). At the end of the day they know that whatever they do, they won't be accountable because the effects won't fall on their heads.
    In addition, this constant change (often switching side) also mean a constant change of policies and plans. So they keep using resources just to change after few months before they produce any effect. This means that despite the effectiveness of the plan, the outcome is rarely to be seen.
    So when people ask me "What do you think about Draghi? Will he save italy?" My answer is "no", simply because he can't and, given the current system, no one can.

    I am Italian but living in London now.
    I can't believe that politicians here in the UK return to their everyday life after having served their country for one legislation only, whilst in Italy we have the same politicians for the last 30 (even 40) years and, after so much expertise, they still need a technician to fix the country's problems!

      A parte la maggiore stabilità e la crescita economica degli UK degli ultimi 30 anni rispetto agli altri paesi europei, che già di per sé giustificherebbe maggiormente la presenza dei suddetti nella vita politica, tutti premiers (eccetto Theresa May che sta finendo la legislatura) sono spariti dalla scena politica del paese sfruttando il loro background accademico per lo più in finanza.

    Btw, you have done a great job at illustrating some of the aspect of italians politics, but I have to make a big correction: no one in Italy considered Conte a technocratic leader, he was a somewhat neutral figure that would be prime minister in a government coalition between 2 very different parties. For the whole duration of his two terms (at least pre-covid crisis) his critics called him a marionette, not the kind of critique you would expect directed at a technocratic leader. And all the ministers were picked in the coalition parties, while a true technocratic government usually has ministers picked outside of the political world, especially for positions like the minister of economy.

    Italian here: the funny thing is that not even professional analysts have understood Renzi's behaviour, not only Italian common people. I believe that Mattarella's choice on Draghi was wise in this particular moment: even if it's a technocratic government, our constitution still recognizes it. The only thing I'm afraid of at the moment is how much this government will be far from people's real life. I agree on using the recovery fund in a wise way, it's a great opportunity to re-launch Italy as an innovator country, but at what expense? We can close down old companies to open new ones, more competitive, strategic and with the know-hows of a global economy. However, what will happen to the people who were working in the old zombie companies? Who is going to pay for them when they will be re-training themselves (maybe being 50 yo or even older)? I just hope that the fragile part of our population, which is already struggling a lot, will not be left alone and will not be silently asked to request help to the banks. This is an extraordinary situation, I hope that the government is not riding the elephant in the room: capitalism.

    let's see if I can do some debunking:
    2:16 conte didn't do any of that, he had months to prepare and he trashed the plan of the expert he called specifically to direct funds, then wrote with his ministers a BS surrogate which was nothing like what the EU commission asked for.
    2:30 yes, many political observers pointed that out but it's not based on any evidence, just by the diffused hate that the public opinion has for Renzi. In fact, it's quite the opposite: Renzi could have accepted to back a new government led again by Conte (the so called Conte 3) but he didn't, he specifically asked for a new prime minister, so that no coalition was possible to build without him. this forced the President to choose a new candidate for PM, which was in fact Draghi. It is true that he was never a politician, but he was already a member of the "inner circle" of the 5 stars, and was with them during the election campaign. He was in fact presented in a few occasions as a future minister of the eventual 5S gov't. They didn't know yet that he would become prime minister, but he was already a 5 star sympathizer, not yet a frontman though. He eventually joined the 5S movement a couple of days ago following his resignation from PM. Definitely not a Technocratic PM in the end.
    7:39 yes Vito Crimi is the secretary of the 5S movements but he's definitely not the leader. It's very unclear who has decisional powers in that party and in fact this crisis has been a major problem for them, since it seems there will be a split in the near future. Di Maio is the effective leader and frontman, Grillo is the shadow of the past that sometimes comes back (like it happened in this crisis in which he forced the 5S to change their mind and back up Draghi) and finally there are Casalino and Casaleggio, which are the actual owners of the party.
    8:01 his major shift is mostly due to the work of Giorgetti, which wants the league to be more European and not Euroskeptic, to make it a more institutional and appealing party, to "eat" all Berlusconi's declining consensus and to fight back against the growing popularity of the Italian's Brotherhood party which has far right extremisms and appeals.

    Just a note, maybe other italian could disagree with me, but Giuseppe Conte wasnt a technocrat. He was choose by the 5 star movement from his pool of authorative people. Indeed he is now a relevant figure in the 5 star movement despite the fact that he governed Italy with the support of three different parties, first with 5 star movement and North league, after with 5 star movement and Democratic party (with other small parties, but in this context doesnt count). So, he wasnt a technocrat, just a 5 star movement politician whose existence we did not know yet.

    I know speaking a foreign language is very difficult but if I can help you in Italian all the vocals sound every time the same (in opposition to English where vocals are a mess)
    E is always read the same as European gEneral or fErrari

    there can be an accent on the vocal but this is an advanced topic and you can avoid it

      Emanuele, but don't forget that no English word has the vowel of "red" or "ask" (which are actually different) at the end of words, so it is actually quite hard for them to mimic it.
