I had this same issue with MW back in 2019 on Playstation. Every update would mess up the game packs and would force me to reinstall them, and most of the time it still didnt work. I tried reinstalling and doing the license trick. Sometimes it'd work and other times it wouldn't. I was obsessed with the spec ops missions so not being able to play those, or any mode at all, was really frustrating. Plus, the insanely long download time for the PS4 didnt help. I just eventually gave up and stopped playing for about 3 years. I switched to Xbox last year and bought MW just the other day on sale. It was the same at first with the packs. It took 2 hours to download everything but the packs werent included, I had to click on the screen in game to get and download them. It took another hour for that, but I haven't had any problems since. Out of all the cod games, MW 2019 by far still has the worst most broken complicated setup with the packs. No other game has been so frustrating for something that should be simple. I see why so many players say that its unplayable.

Not gonna lie I’ve pretty much retired from call of duty. They did it to themselves and they will continue to lose players until they fix this issue! This is why I was so scared when I found out video game console it was going to be streamed instead of having hardcopy discs.

Anyone have this issue on Xbox and sove it? I have the MW1 disk inserted. Downloaded and installed all content packs. But when you start the game there is no option anywhere I can find to play the campaign. Ther are two options, the left option is just an advertisement for MW2 and the right option is for Warzone Caldera. No option to play the campaign.

I was having the same problem till yesterday. There were 4 packs that i had to install from the disk. When you're at the home screen press the menu button at the cod mw logo with disc symbol in top corner and select manage bundle then install. On xbox probably a little different on ps.

I had a very similar problem. I had to buy free region of the game in order to play it. My MW2019 had warzone only & the rest were missing. It was cuz the region of the disk I bought wasn’t correct. Mine was Asian region so I bought the free region disk (hard copy) not the digital ones online. I don’t know if Digital copies are considered “Free region” but I’d rather buy a disc/disk for the best solution rather than between US or Asian. Free region meaning can work for both so you can even play it on a different region console especially if your friend has a different one.

This happened to me today., deleting from home screw R3 manage won't work., goto system manage storage and delete everything. The issue here is special ops/multi-player pack 2 which blocks playing campaign. So freshly install by installing disk or downloading base game+ update (disk version only), and then just download campaign pack 2 and spec/campaign files only.

I had issues getting MP to work. It all began to work after everything was downloaded and installed, which took 2 afternoons

It worked for me today all of a sudden. Via the right side menu… finally all items got installed. Bought the game on the discount from the ps store.
