What effect will you get if you light up the filament with let say 60 volts and put the high voltage on one of the wires and the other (insulated or with the filament with isolation transformer) on top like in the video.

I wonder how the commercially made plasma globes work? They don't have a washer or wire on top. Is your body (ground) the other electrode?

They couple to the air through capacitance mate
You can do the same with a lamp at higher frequency
.
You actual only need the base wire since the capacity of the glass is enough to make arcs.

230 v from mains
It is a high frequncy high voltage low power source. Most likely it will burn your skin, because of the skin effect. 230v main voltage is more lethal.
