Not SID, but VIC-II. The graphic art was made probably in multicolor mode, where we have 8 colors available, 4 different per character (8x8 pixel block). Or maybe it's in FLI, extension of multicolor mode, where more colors can be used (per 8x8 or 8x4 block). But there are more graphic modes that extend FLI e.g. UFLI, NUFLI, MUFLI.

are we not gonna mention how good the art is? with the SID's color limitations (2 colors every area of pixels) this is even more crazy to think about.
