Actually, Megavolt has the honor of being Darkwing's *oldest* villain. Think about it, he's been Darkwing's archenemy ever since his inception, and while he himself didn't debut with the series, it's pretty clear that they have a long history that spans beyond the days of Launchpad and Goslyn. As for his rank, I'd say he's, with this in mind, Darkwing Duck's second highest-ranked villain, with the Liquidator being the lowest of the Fearsome Five right below Bushroot. That's not to say either are bad, far from it; the latter's pretty sympathetic all things considered. But in terms of sheer diabolical villainy, while Negaduck wins hands down, Megavolt's pretty close behind in terms of the Fearsome Five.
