Is Lou Whitaker a hall of famer?

Lou Whitaker has been inducted into the Michigan hall of fame, has his jersey number retired by the tigers, and is ranked in the top 90 for career WAR in major league baseball history. but he is not a hall of famer. so let's talk about if he should be.
