I agree with this video. There's clearly a fine line between 'Expansion Packs' and 'DLC'.
Personally, I'm fine with Expansion packs. Because the base game is a 'full' game. The developers release the game, and maybe a year or two later, they decided "you know, people are asking this, or we could add that", etc; and so they decided to include a whole new experience with a expansion pack. It's not just some new weapon or new map as you said, but it's a whole new gameplay element. Maybe a new story & a new faction, maybe it changes some of the base game creating a new atmosphere. Whatever it is, it improves on the game instead of completing it.
Then there's DLC. What I dislike most, is how in most cases they are purposely left out of the game to charge you more money. Maybe they didn't create a map or character in the initial release; with the sole purpose of making you pay to add it to the game.
And it's worse when the content is purposely just not available. Like, I've played a couple games this year where the content is ALREADY included in the game... but you can't use it, because you haven't bought the DLC. And it really bugs me. If it's already in the game, and we've bought the game, why can't we use it??
I know some developers, especially indie, may need to earn extra money to help keep their projects running, but as you said, we as gamers would much prefer just paying slightly more for the base game, and having all this content included.
