Your definition of "lazy" is essentially part of how 3D art and animation is done - the more correct term is "cost-efficient". Why should they bother with setting up an entire area for the Playcare sign when it can just float? A sign on a yellow background is enough anyway considering how dimly lit that part of the cutscene is :)
