The hard shoulder is not the place to answer a mobile phone call , it's there for emergencies only ( flat tyre , engine fails , damage vehicle ) . If your vehicle is fitted with bluetooth , you do not need to touch your phone .
Whilst driving, apart from the physical act of using a mobile, any conversation is likely to be far more distracting. So even a ‘hands-free’ kit is not safe.

SO DO THE MATHS 3 x police officers @ £18 - £20 per hour x 8 HR Day, lorry full of fuel 300 - 400 litres @ £2.00 per litre plus the fuel for the BMW, then there are the enviromental issues like pollution to stop someone with no seat belt on its a joke, now someone using a mobile phone that's different that should be 12 months ban first offence no ifs, no buts and once people now that is what's coming the need for this bullshit could be cancelled and police time used better.
