Yeah... I am convinced that RahXephon's biggest issue is simply the sheer scope it tries to entail in only 26 episodes. I think I wrote "TOO MANY CHARACTERS" about 14 times in my notes and cases like Megumi really show this. She starts strong, but ends up sidelined as the cast and plot points continue to bloat and the production team is overwhelmed by the scope of their creations. It is an unfortunate part of the series that in trying to make the most memorable cast ever, they simply create too many characters to handle them properly and ensure they are memorable.
She really shows up in the first half and the VA from ADV was incredible but she fizzled out due to poor writing…Im sensing a pattern
