These should've been done DECADES AGO. BUT they're building the homes extremely too close together, with cheaper material and wildlife is now scarce, unfortunately.

That guy is an idiot. If there were no extra charges then who will pay to replace and maintain the extra "toys"? They would have over-crowding because they would have to buy more kayaks, etc or the people would be complaining about that as well. Charging is a way to control chaos.
