Tayam is dangerous to let have a rule effect, because if you try to remove it once it's on the board, Tayam can respond to the attempt by digging another out from the yard at instant speed, making attempting to remove it your one spell for the turn. He already has the Archon in the graveyard so the concern makes sense. However, Blue shouldn't counter that, as someone very familiar with Tayam. Tayam needs counters on permanents to pull off his gameplan, which means he'd need to have an explosive turn to get to that point next table around. He'd need to (at minimum) drop Tayam onto the board *and* play a creature that enters with it's own counter on it next turn in order to get the rule lock going, and then he'd still need three mana open. So Tayam is at least two turns out from activity without a good amount of trickery, and without red, that trickery is limited. In summary: You are 100% correct, but Tayam can be dangerous when he's presenting rule of law. It's a mistake but an understandable one if he's got Tayam PTSD (post-traumatic-stax-disorder)

i dont agree with countering rule of law knowing that atraxa has 11 treasures. it was pretty clear that an infinite loop was coming. atraxa is a super strong deck and honestly it might be on par with blue farm as far as winrate in the current cedh meta. i know every time i see it, it performs very well
It's kitten I believe. Teferi's -3 bounces a 0 rock and flickers Teferi over and over, then with the infinite mana you can cast anything you get on further atraxa triggers. I could be wrong, but that's what I see from the board
Displacer Kitten flickers a non land permanent on the cast of non-creature spell, so with Teferi, Time Raveler and a 0 rock (example: mana crypt, mox amber) with displace kitten it goes like this. Displacer kitten on board. Teferi on board. Mana crypt on board. (-3 teferi, return target (artifact, creature, enchantment) to its owners hand, draw a card. You target crypt. You cast mana crypt, Displacer Kitten triggers on cast and you flicker the Teferi to reset it. Float the mana, bounce it back to your hand and repeat the process.
Hardest part of staxs is talking to the board about not countering stax pieces. Yes i know it hampers you but atraxa is going to literally win if it doesn't resolve.
When you're very accustomed to the meta, you can recognize the cards from a kilometer away. There is also an AI built into the program (spelltable) that recognizes cards and pulls them up when you click on them. It's not a perfect substitute for natural familiarity but it's definitely a help!
I can't imagine Rule of Law is ever bad enough for someone to justify Forcing it in that spot when Atraxa has that much mana up.

The moment that Force was shown I knew Atraxa had it. The Eldritch Evolution for Ranger-Captain was also a sign that the win attempt was coming.

teferi and 0 mana rock adds mana as it draws the entire deck, finish with thassa's oracle or whatever they choose
