As a proud Indian who hails from the lower classes who has now risen above to the middle class - reservations DID NOT work for us at all. It caused a very quick rise in an elite section among the depressed classes & lowered the actual standards of students of the depressed classes.
The best thing that should have been done was special coaching or special schools to help raise the depressed class students to the same standard & then compete on merit with PRIDE.
PRIDE is so important when you hail from lower sections of the society & that Pride must be earned via MERIT - not free doles.

This is beyond true. Fir instance there is community called 'meena' in North Western part of India. They are deemed as a tribal community. But they take big chunk of quotas reserved for tribal communities. And they are much more prosperous than any other tribal community. Funny thing is they are seldom considered untouchables and have had dominant position in society and politics.

The problem is reservations is the creation of India out of dozens of totally different nations and then applying same laws from Delhi. The lower laste in one nation may be very high (e.g central nations around Ganges) but not so high or not so brutal in far south, far north nations but their laws are made from thousands of miles away Delhi. In the US and western world, states make their own laws and even have their flags.
India is like 50 countries. Every nation should create their own laws and reservation needs based on local ethnic needs and local voting etc which can vote periodically. There is also migration of lower caste, poor nations to richer nations, displacing the local ethnic lower castes of that nation.

British Christian missionaries stole and looted £45 trillion from India which was the richest nations in the world . 24% of GDP contributed. By India before foreign invasion. When foreigners had to vacate India, Indian GDP fell to 1%, poverty, illiteracy, violence, failed government administration, No agriculture no manufacturing no technology, britishers made India the worst place to live on the earth but Britain won two world wars and succeed in industrial revolution using the looted money of £45 trillion. India became the bottom nation and Brittany became the top nation by 1947, the year of , Indian independence .
Foreign invaders introduced religions in India and spilt Indian people in to various castes and names them in government records unilaterally. They named Bharat as India They made a gift of new Indian religion , named Hindu as a new religion for India . They recorded so in government records
Ultimately split nation as two and one nation for a religion. Funny , a religion based nation a creation of Britain.
Foreign invaders of India, had no vision, no culture, no civility , religious fundamentalists , illegal conversion using blackmail black magic and offering freebies, in typical,English culture.
These foreign invaders were shameless uncivilized religious fundamentalists . Totally opposite to the divine Indian culture

Most Indian Politicians are aware. Its just vote bank politics to divide the people and appease Minorities and try to win elections pretending as if they don't know reservations t did not help. Ambedkar himself had set a time limit for reservations.
Now that reservations has become institutionalized, it wont be removed because of vote bank politics and the following quote again by Thomas Sowell
"When people get used to preferential treatment, equal treatment seems like discrimination."
Reservations helped Western countries especially USA since all the bright have no future and no good income fetching and merit recognised based jobs here. Hence they seek jobs there and work well, RECOGNISED well and succeed well. So reservation policy is a policy with good intentions for India, profit for USA at India's expense but bad outcome to India itself. USA is making huge profits using Indian talent and selling its hi-tech stuff to India.

They have far less understanding actually, that is why he never proposed a solution for the problem of institutionalized discrimination based on caste in India.
The question is if not reservation what is the alternative arrangement for discriminated communities to free themselves from Institutionalized casteism. Just doing away with reservation is just not going to solve the problem of Casteism in India that has been ingrained in the society for 2000 years.

Well many Buddhist nations had a proper caste system like, for example upper caste South Koreans of Nobi caste didn't allow people of Baekjeong or Cheonmin caste to enter the cities but, instead of giving freebies or reservations the government of South Korea decided to industrialize the nation and improve the country's infrastructure. They were as rich as India in terms of per capita income in 1960s and now they are 20X richer and guess what? The caste system doesn't exist anymore.
India opted for social development instead of economic development, not realizing that social development is a byproduct of economic development, because money fixes all the problems.

Why are valmikis , Munda and gonds included in the list . And for god's sake remove the obc reservation , when the janta party went out of power the new govt reliased what their predecessors have done since direct abolition would have caused more riots than it occurred during the passing of the act and loss of face they invented something called Creamy layer which means you will be tagged obc but no reservations for you that brings down the total takers for reservation but the percentage still remains un altered, thus no one gets it those seats are simply wasted , thousands of seats in top educational institutions are vacant . The reservation system in India is one of the reasons why the brain drain is happening. Most intelligent Indians migrate to western countries because they cannot get seats in top government educational institutions. An upper caste student cannot clear the cut-off even after scoring 90/100, but a lower caste student can clear the cut-off by just scoring 50/100. The reservation system was supposed to be ended after ten years, and it shouldn't have been exceeded by 50%. However, it's still there after three decades, and reservation has crossed over 50% in several Indian states. Many upper-caste Indians are fighting to be included in the reserved category. Sadly, the politicians will not end this system; otherwise, it'll be political suicide for them, and they'll lose power.

Well vedas rigveda gives definition of four varna, yajurveda mentions definition of chandal and nishadha which is proof of birth based varna system and discrimination, mahabharat has many stories about birth based varna system ( check what " sut" in sutputra karna means) , bhagwat Gita talks about paap yoni etc and says one must do work of varna he was born into no matter how bad he was at it, and never do work of other varna no matter how good he is at it, (bhagwatGita 18:47)....with this context all Gita is actually trying to implement birth based varna system and discrimination out of which caste system originated. So caste discrimination is a religious problem that needs to be addressed

Wrong info by Thomas Sowell. India has several affirmative seats for different so called historical persecuted people. It totals to 50% reservations due to affirmative action from college admissions to Government jobs. So much that when an average middle class person, facing massive competition (due to overpopulation) applies for a good college he is very unlikely to get through unless he /she is exceptionally good. That's why the IIT colleges of India are so good, for example. It's not because the colleges themselves offer anything extraordinary but the kids who got those 50% seats went through hell (less than 1% acceptance rate in IITs) and were very talented. The other 50% seats are mostly not even fully filled & are below average people.

I repeat, people from other castes still don't touch them out of discriminatory attitude, let alone any prospects of them getting social mobility. And yet, the "upper castes" (the unreserved castes) resent the quota system because some urban elite castes within untouchables are taking advantage of all the quotas reserved for them. The goodwill and harmony among castes is completely eroded, and the empathy has become identity driven due to the quotas.

Reservation may be a failed policy because so few got the benefits while all got the backlash, alternatively the grip of control by high castes in all sections of society would have guaranteed no untouchables got anywhere or anything. To really understand this issue you need to understand the Indian mindset which is deeply entrenched in a class based thinking of higher and lower which transcends racisms based on skin color. Indians can look identical in physical feature but have great animosity once ones caste is known, this is fairly unique to this population. I believe the caste based thinking is one of the reasons the British took over Indian with relative ease as their was no unity among the various people against a common enemy in addition to the British claiming their superiority the population was already used to believing someone was higher or lower to them it was natural that the British could convince the elites they were higher than them.

It is really contestable whether absolutely no improvements to the opportunities for the untouchables would have been obtained in the absence of affirmative action. A look at the history of India since the 1800s would bring this out. Enough and more examples exist of members of lower castes been granted opportunities by various privileged individuals including upper castes as well as ruling families.
High castes would grip control over “their domains” the way lower castes would control theirs. What has happened with affirmative action, it seems, is that the values of the upper castes have been established as the desired values for all, with quotas for untouchables to make not the untouchables improve their living, but for upper caste votaries of affirmative action to feel good about themselves.
How do we know? Judge the difference between aims and outcomes.
Not saying that problems did not exist, but the issue could have been dealt with differently than with affirmative action. All it has done, in retrospect, is to set the stage for enduring social tension between people. There may have been better ways, and at least from the libertarian perspective, economic freedom would have been better.

Dr Sowell speaks the truth that we Indians are uncomfortable about. Indian government, leaders and people got it wrong! And are still wrong!
At the root of it all is blatant cultural discrimination. The upper castes preempted proper resolution of the issue. They washed off their guilt and responsibility by legislating it in the form of quotas and reservations. End of discrimination !
    - leadership did not raise the moral conscience of the people that their behavior was immoral and criminal.
    - the lower castes are permanently condemned to be at the bottom to pick up filth and not much more!
    - The lower castes were beaten, raped, forced into farm labor - century after century and generation after generation! They literally survived on scraps thrown at them by the upper castes.
    - There is no understanding of the history of brutal and criminal behaviors towards the lower caste people.
    - All we know is that we approved quotas and we are done! We have no responsibility anymore!
    - till today, it is the upper castes who select who they will give the ticket to run for elections. The lower caste people remain dependent on the goodness of the upper castes. But it all looks so clean and washed.
We owe the lower caste people a mighty apology. We owe them respect. To uplift them we need to provide resources such as modern (not legislated obsolete) education, water, electricity, protection from predatory cultural practices that encourage discrimination! Some of this work has started under the current government. We must do more.

My friend had Rs 12 and I had Rs 2.50. On showing some agitation from me, the peon told me "Don't destroy your friends life. Do you have any idea how much money is required to complete medical education even in reserve category. Hence the resentment against the folks with the quota. Hence a lot of the smarter population that came out of this system fled India resulting in further decline. This is incorrect on a few points.
    1) Firstly he is using a blanket term untouchables to describe a range of socially unprivileged classes including SC, ST and OBC, which clearly depicts his own understanding on this matter.
    2) He is wrong when he says that most people who get benefits of reservation in government job or colleges are "historically privileged untouchables". I have been a student in one of the premier institutions with reservation and while I saw a few cases of financially well off people using reservations, overall the students with reservation were generally from less privileged homes as compared to general category students who were from well off families. There can be exceptions to the rule, but overall there was a strong correlation between the students social and financial status and socially unprivileged groups did receive the benefit.
On the other hand my younger brother was educated in a college without reservation (BITS) and he saw a toxic culture of elitism due to the dominant demographic being financially well off rich brats.
I do agree on the point of resentment, as most of my peers who were resentful about reservation in premier institutions were too sour about not being able to crack the exam themselves.

He forgot to talk about 1 more issue- the lower caste people who managed to get these reserved positions and managed to come to the mainstream their children are now inhibiting the benefits reaching to the others who are left behind. The "creamy layer" that has formed in the lower caste is using these benefits generation after another because they're better prepared to take advantage of those benefits (compared to those who still are far below mainstream)

A few points about the "reservation" system in India:
    1. It was started as a temporary thing for ten years only. The aim was to remove the class indifference in that time and then not require it any further.
    2. 75 years later instead of stopping the temporary arrangement, the quotas for reservation have actually been increased, and some want even more reservations.
    3. A vast number of the "upper caste" people are actually living in poverty today and many work very basic labor jobs. They live far from a privileged life
    4. A person of "lower caste" could be rich today and still avail all the reservation benefits.
    5. Possibly the majority of the "lower caste" people who have made it big in life today have done it on their own merit and hand work, and not due to any reservation quotas.
Needless to say, the reservation quotas today is simply a political tool used by politicians to bait the poor and virtue singnal their "generosity"

I am not sure where Dr Sowell sees backlash. Intellectually thats what he might think but actually there is very little backlash, in fact far less than what we have seen in the US against affirmative action. Whether they have been effective is different and definitely worth discussing.

Reservations HAVE made a massive difference. I have myself seen hundreds of lower caste, poor students get into IITs, NITs and then land 20+LPA jobs and just breaking the cycle of perennial poverty. It works!!!

British started this divide and rule and specific families like Gandhi- Nehru continued. What was supposee to happen better education and family planning for families, lower crime rate- (many times poor families are suffering because of alcohol abuse and women abuse). On the other side so many of our social reformers like Swami Dayanand Saraswati, Guru Nanak Dev and many more brought people together and made them to sit and have food at one places. Religion has played a significant role in healing and building societies.

The situation in India is extremely different from that of USA. Even today the dalits are tortured, lynched, raped and killed. What would Mr. Sowell suggest that can resolve this issue?
Mr. Sowell himself mentions that the affirmative action quotas are inaccessible to the majority of the untouchables because of their miserable economic situation. If that is the case, why not let the affirmative action continue and in addition, economic support be also given which would render them accessible.
The resentment towards affirmative action is clearly uncalled for and unjustifiable on the part of the so called upper castes which again further proves the point of the lingering discrimination and prejudice. The solution to the resentment is certainly not abolition of affirmative action, but abolition of the resentment itself, abolition of casteism and nothing else.

@@aj9969 According to Mr. Thomas Sowell, because of the poor economic situation of some among the untouchables are not able to access the benifits of reservation. For that his solution is abolition of reservation, which I don't think is the correct way.
Instead of abolishing reservations, in addition to it, financial assistance shall be given to those affected so that they will be able to access the benifits of reservation.

@@vakudibeardefender3953 Financial assistance is basically free "helicopter" money which will lead to relentless money printing taking the whole nation for a toss. What is actually needed are reforms from time to time if you want reservations to be kept but have an income basis in SC/ST reservations as well that will automatically weed out the rich among the SC/ST community who have been exploiting the system.
Also, talk about OBC reservations which have for years kept increasing according to the population but as per the law, an OBC candidate who has sufficient income (i.e pays income tax (agriculture in India is Income tax exempt)) will be considered as general candidate clearly cutting the general seats to next to nothing.
Final edit: OBC community takes up the lion's share in reservation despite not being discriminated

The 16% untouchables need to be reviewed. In the course of 800 yrs foreign (Islamic and British) occupation and rule a major section of society became extremely impoverished. A big portion of this was categorized as Scheduled Castes by British census and over the period these internalized themselves as untouchables and politicized and used for political gain and religious conversion purposes.

Lesson: never include affirmative action in constitution. The people who wrote Indian constitution were woke before it became a fashion, what a joke.
