This is fantastic...so very cool
Did you know you can heat the pool noodle with a heat gun at the point where you want to attach it to another pool noodle like attaching 2 pool noodles ends together to make one long noodle or to attach 2 ends of the same noodle to make a circle, and they will bond together better than any kind of glue you could use! It happens pretty quickly, if making a circle you would hold the 2 ends very close to one another almost touching, then try to direct the heat to the edge furthest away and slowly attach the ends from one side to the other hold for a few seconds until it cools and bam you now have a fused pool noodle that's like one piece, and you didn't have to use any bulky tape or glue that either never holds or it melts the foam and comes apart if it's a decor for outside... I have a channel but I've yet to upload any videos, I've been to nervous but showing how to stick the noodles together might be a good video to start with! If anyone reads this would seeing how to stick pool noodles together be something you'd like to see how to do or did my explanation say it all?

You could put some heavy weight (sand bags) inside the bottom of the tube before capping it off for ballast.

Okay so this is not as easy as she makes it look. Does it work? Ehh yes ish. The contact cement is very sticky but I also had to tape each noodle down to let it dry. I could only get one circle noodle on top and one on bottom. It costs around 130$ to make 4 of theses. Spray painting foam is tricky business. It does look pretty cool when done tho. You can find everything at home Depot except the noodles. We also had a hard time getting a straight line on the noodles.

Cost to make with pool noodles and make it look like stone: 130-150 bucks. Cost to buy a plaster stand: 150-175. TL;DW- It isn't worth all this to potentially save 20 bucks and depending on your area, you might pay more for this.
I understand your point of view. Only thing is that sometimes the satisfaction to know we made it with our own hands is worth it... In my case, I'll do it your way cause I know I'll start and set it aside for whenever. That whenever may be two years down the line 🤣
It looks a little bit like pool noodles spray-painted with rock spray paint. I can just imagine the tension of the noodles and the long term overdrying of paint creating teltale facade discrepancies. It already looks way basic. However, I applaud the imagination.
