There were a lot of envoys lost by not having diplomatic league (first envoy to a CS counts for two if have no envoys there) plugged in when you were about to finish quests (two for Toa, one for Horseman, etc). I'm not sure but it might work for the Amani would tour as well, giving a free envoy to every place she stops where you have zero. By comparison, Charismatic Leader is only giving one extra Envoy every 50 turns.
Make sure you check quick deals for buying Diplomatic Favor, different civs start valuing it at different times. Until they value it you can usually buy in increments of up to 20 for a single gold.

Monumentality is a huge reason I like going for a religion, which makes the fact that sometimes on Deity it can be nigh impossible to do it in certain matchups very frustrating. You can of course still use it without a religion, but if you don't also have bonuses from religion it's harder to justify investing heavily into faith and is sub-optimal regardless

One thing this new mod seems to do is force you to have more cities. Since you want to build up infrastructure as well as units, you need more sources of production.

Why does Potato always seem to pick a worship building belief when he founds his religion, as he never gets around to building that building until sometime after he evangelizes his religion? Wouldn't it make more sense to pick a founder or enhancer belief at the beginning that he can make use of immediately?

Don’t you thank that using such heavily changing game mods actually abuses the AI? It clearly doesn’t know what to do, in any other game the religions would’ve been gone in like 30 turns. I mean, CPL-community mods do rebalance it too, but they are mostly used for multiplayer
I refuse to play this game without the removable resources mod. I hate having to avoid Strategic resource techs in case they magically spawn horses or iron where I plan to make a district
