Most houses in the UK are quite old, they really pride themselves in conserving buildings. Way back when closets were not a thing...people used chests of drawers or trunks that would be under or at the foot of the bed. Adding closets will also reduce usable space in the house since it wasn't built with closets in mind so its better for you to get the storage that suits you.
