We do have a mechanic and when I'm out there I try to point out what they need to improve the little things like the carburator, steering, brakes and so on, but you're never gonna have a full field of equal performing karts. It would simply be too expensive to maintain.
it's pretty much impossible even with infinite money, seemingly identical engines will always be slightly different even when they're manufactured with the tightest possible tolerances. a good example of this is the top f2 teams buy multiple engines so they can pick the best of the bunch giving them an advantage over the teams with less money, even though its a spec series.
