Actually they are called rivets not pins. Some chairs that use rivets, you can reuse them if they are still good but if they do not use rivets you can buy them. I have the link where to buy the rivets at the video description.
Every manufacturer has different stretch. You have to follow their instructions. If you are using the link I provided on my video description, the instruction says to measure from hole to hole then multiply by .85 then add 1 inch. I did not follow this in my case because it was too short for me and I had a hard time stretching it so I just adjusted it. It is important to not cut all the straps. Try with one strap first.
I dont know how your chairs look like but one of mine seemed like it had a clamp inside too. I cut the broken strap close to the hole and just pushed the remaining strap inside the hole. You might have to drill a hole in the middle of the opening for the revit to be pushed in. You can use an electric drill to drill a hole.
