is 100 the max amount PD lets us send bulk email? i was thinking we could email entire list or 1000?

Yes, the max for bulk email is 100. If you're emailing thousands of contacts at a time, an email marketing tool might be better suited for the task. If you are emailing just a few hundred or so, I recommend creating sub-filters so that you can email them all through a few bulk email actions and keep track of who you've already emailed. The first time around this could be as easy as adding "email messages count" is less than 1.
