With the external skin the walls are insulated from the direct sunlight. At night heat from the walls is lost by convection currents between the 2 skins . With this system the house should stay fractionally above night time air temperatures.

Why not add insulation? Even with those modifications the temperatures will still be more than 28 C for much of the year and so still require a/c.
