And it can totally be withdrawn if the property owners tell you they’re withdrawing it. "Paid for by the public" doesn't always mean you have "Implied Right of Access". There are restricted areas in publicly funded buildings such as Police stations and Job centers.
Implied permission applies to private property which is publicly accessible or used by the public, such as shops etc. Implied permission can't apply to government services as it is a human right to be able to access them. Article 14 says that no form of discrimination can be applied, therefore there can't be any picking and choosing by saying permission has been removed. The only thing that can be used to stop or limit someone using a service is a court injunction or other legal route such as bail conditions.

The foyer of a police station often have information leaflets on a notice board, many of which would never be seen by the public had they not entered the building. Yet in the eyes of the police you can only enter if you have prior business, you cannot enter just while passing to read posters etc. To inform the public then why don't they plaster the notices on the sides of panda cars and vans, as they're often parked outside stations on double yellow lines, pavement etc. In supermarket car parks right outside the entrance and near Greggs and other not so healthy food sale establishments.

That SGT was off the wall, so no one can blame you for not being prepared for that behavior. It would be great if someone would take people like that SGT to court for this nonsense. This can be done, but most auditors grab the claim money and leave it there. Sometimes an example must be made, or it will never end. It's public and just being kicked out for filming is public is a rights violation.
