Hey There Had a similar situation on the south coast of NSW. NSW fisheries let me off with a warning for having more than four rods(rigged) I still take at least four rods when fishing, just don’t have lures or hooks attached/ rigged. Starting using clips where appropriate too. Stupid rule all the same!
I think I read in the wording it also reads in possession of fishing equipment would have to read through again so does that mean if I had additional equipment with me not being used I'd still be in trouble, Ouch but I think that if their not being used and their locked stored away U should not be getting in trouble
Guaranteed the stupid guy who came up with these laws dont even fish. or if they did, that they dont fish often at all. Hoping that everyone kicks a fuss about this where they would need to review these decisions properly.
I suspect very old rules, not aligned to the century we live in, poorly communicated and then all of a sudden enforced. By their own admission, 479 anglers have been stopped, questioned and/or fined since the end of April 24, seriously !!!
Hi Bill. Thanx for raising this issue. I really dont mind what the regs are as long as they put in the effort to let everyone know EXACTLY what those regs are! If the relevant authorities wish to come up with a set of regs it is up to them to make sure that they are readily accessible to everyone. I have the NSW Fisheries app on my phone and it not only gives you up to date info but you can use it as a reference in case you get challenged. ACT needs to get their act (ACT) together on this. What? ....so here Im sitting in my boat minding my own business and approx up to 15 kms away from my car...they expect me to travel all the way back to my car to show them if I also have spare rods in my "own" car .....just so that they can get a hard on......what a pack of arseholes.....every angler should now just stop purchasing fishing licences and protest in mass at the local primary industrial office, state government, and major fishing outlets...... and not stop until these fishery rangers are fired and these draconian shit laws are eliminated.

Shane, we cannot stop paying license fees as there are none charged in the ACT. We have a local government that is not a State Government but a Legislative Assembly that cares more about rainbow crossings and electric buses then sensible legislation. The fishing outlets are mainly BCF and they don't care.
Oh well .....we'll just continue to have the good old she'll be right attitude...to the day when no one will be able to do anything except sit behind closed doors and cry their eyes out because they've lost all their freedoms that our forefathers sacrificed their lives for.....then they can then say that they can't change anything. I am happy that I soon will be maybe too old to enjoy any fishing to the extent that I once did....especially if I have to stand next to a member of the new limp dicked generation who are too scared to stand up against any social injustice ......and by the way enjoy waving your stupid Chinese made Australian flags on Australia day....LOL
Com on mate it's really no biggie, I've been a keen kayak fisher for years and only ever take a 5 _ 8kg with a bait caster and a 7 // 2_ 4 kg with a 2500 spin reel, and they are good for flat head to cod and most things in between, cheers.

My rods are always in my car. 3 spinning rods and 2 baitcasters. Often an extra rod or 2 makes it into the mix. I never know if I am gonna be fishing Lake Burley Griffin for redfin or the Murrumbidgee for cod. I do not want to be on the water, break a graphite stick and have no backup. I carry rods to cover any circumstance. I use 2 at a time, the others are not in use. Good luck to them in me playing their games.
I do the same, my car has 5 rods in it, and reels to match, and they are just my "in case I get to go some place I can fish" scenario - they are not usually what I take if I go in earnest - I was saying to the guy who told me the story that started this off, that I could be locked up for just parking near a waterway in the ACT, not even intending to fish - its a stupid state of mismanagement by the relevant department. When he was stopped out on the water last week (no where near his car) the junior Ranger actually suggested going back to inspect his vehicle to see if it had more rods in it, luckily the senior Ranger decided against doing so - possibly because he has more sense and doesn't necessarily agree with what they were doing, or possibly because the angler concerned was always polite and compliant with them. Either way - it just shows what their thinking around enforcement is (as a dept).

A ranger just happened to walk past the car and observe some rods... That's where this ends up. It has to be reasonable, I am all for bag limits, rod limits and size limits. However, those things have to be sensible and sensibly enforced or it is just a free for all in the opposite direction.
Aussies need to rise up against the ridiculous oversight & officer/copsplaining/legalise speak of the (so called) "Government". There is no limit to the arrogance of the individuals who get a place in the (so called) "law enforcement" economy . As a red blooded Aussie - with some suspected Indigenous ancestory - I really despise these STUPID & outrageous regulations. When I fish with friends & relatives, we nearly never keep any native fish & we resent, very deeply, the Govt. oversight that tries to tell us what we can/cannot do!! Is Australia a free country?
It may be like fishing the Snowy Mountains Lakes. It's rods that are fully rigged that they care about. People wind in rods when they see the inspector coming.

As a past resident of Canberra, I can see exactly what is happening here, and nothing has changed in all these years!. You hit the nail on the head at 16:45...I will try to be as clear as I can, THEY DON'T WANT YOU FISHING IN LBG!..The NCA (National Capital Authority) has always had an issue with recreational fisherman, there is a reason why everybody EXCEPT fisherman are allowed onto LBG with petrol engines fitted for use to their boats..the sailing clubs, the rowing clubs (all those poor little rich kids) the tourist operators, the water police, ANU, Uni of Canberra, CIT, ACT Parks and Gardens, ActewAGL - the list goes on and on, they are all allowed to zoom around the lake with their motors at full tilt....I bet you will never get pulled up when fishing at Lake Ginninderra or Tuggers, as the NCA have no interest 10kms from Parliament House....I wish I was wrong, but it has always been the case, and as the city becomes more gentrified and polarised towards the affluent, it will only get worse...stay tuned for a fee for your fishing licence, to pay for all the work they had to do to restructure the fishing laws to come onto line with the rest of the country...government bureaucracy and public service laziness at its finest!

Hate to be passing by travelling between states, i normally travel with six or seven types of rods as i don't know if i will be fly fishing, surf, river or game.
I’m asking this question 11.30 into the video * Does this mean that if I’m camping for several days, I’m limited to 2 rods to camp & fish with… (gee hope I don’t brake any while holidaying) * Grey nomads traveling through the ACT how many rods are they allowed… * (this is a ahole question but as we know there are aholes with badges also) so does that restrict the number of rods I can buy at a time I ask the above because of how the Vicpol & QLDpol are currently behaving with regard to 4x4’s
combo. Then i might be into a Cod zone and put my Cod combo in. I have broken a rod while fishing from my yak , therefor needing another combo to fish with. I always carry several rods in my car . The rules as they are , are not clear at all and they know it. It would really be good for those who make the rules, to come out and fish with other fisho's who have been doing this a long time and see how we really fish . Also why don't they have a meeting with Fisho's and talk about our great sport. If i didn't get myself out on the water , i would go nuts. They should police those who use lot's of fishing rods and keeping everthing they catch. You know who they are and i know. But they don't . You know, Paul, the rules are pretty broad, they really need to be clarified. Normally, I always carry an extra rod in the car though, just in case. Seems that's not a good idea
G'day 007fishingcanberra. We should all start carrying all our rods and gear in the cars. Malu Hunter got pulled up on the Cotter and warned about rods in the car a few months back. I have always carried a few rods. Who knows when you are going to need them? Besides which, the coastal fishing allows 4 rods, and I often hit the lakes before I head to the coast to pick up some fresh carp fillets for bait. The ACT Government has done bugger all for us, so the social contract is on shaky ground.
Sure does, max of two lines - even applies if the line has no hooks attached, or even a blank rod in the car - that is how badly interpreted the rule is by the department
One question is Jervis bay covered by ACT fisheries. Seeing it's policed by the AFP QLD is 3 rods or Hooks in a normal zone. In a special marine zone it drops two.
Thats a good point, they make no mention of it, and it does not appear on their map, and they make no mention of salt water - so if by the letter of the law, I guess they could argue the point and fine you - maybe
Difference is in QLD is you can have 100 rods rigged on the deck if you like, it’s only the rods in use that count. The ACT rules are stupid. Fisheries here (in QLD) don’t even look at your rods, they’ll check your license, safety gear and catch if you have any and then they’re on their way.
Jervis Bay is NSW Fisheries and Maritime, NSW waters except for the area immediately surrounding Creswell, which has exclusionary buoys around it. I haven’t researched it but I think NSW Fisheries and police may have special constable powers in the Commonwealth areas adjacent to Creswell, the police definitely do.
@@RodNPaddle JB is coastal, 4 rods, rigged. Administered by NSW DPI. The regulations and military and marine exclusion zones are also spelled out. Most of these things are available on the relevant fishing regulation websites.
@RodNPaddle this was an interesting video. I used to live in Canberra and fished the local lakes and Point Hut and Pine Island. We used to use up to 4 rods at a time. I moved in 2003.

that is the most stupid thing that I have heard of. I travel all over the country and when I am in my car I normaly have five rods with me and a couple of hand lines. Then when I go out on my boat I could have even more for I travel hundreds of kms and may not come back to land for days. If the stop me they can check my catch but for any other things they better have a search warrent for I will take them on for harresment. I have had this with them before about a radio licence I got stopped five times in one day and on the fifth time by the water police I unscewed the radio and threw it over the side in 100 meters of water and told them that now you can spend time to search for me if I go missing, note each time I advised them that I was in the army and that automaticaly allowed me to opperate a radio on any frequencies.
I am 78 yrs old, fished all my life, in Victoria, and have always known "maximum two rods per licence at any time in fresh water fishing" Change your rig to suit what you are targeting. Maybe buy two licences to use four rods. THIS RAISES THE BIG QUESTION ARE WE TALKING ABOUT RODS PER PERSON OR RODS PER LICENCE ????

I’m a lazy fisherman I set up my different rods with different rigs so I’m not doing it out on the water at no point do I have 5 rods in the water. 3 at most I would drive away or walk away if they tried to fine me
The questioned has been raised - are they lawfully allowed to detain you, search you or your belongings - and even issue you fines - all good questions I think
sounds very much like this is revenue raising .... $5000 fine for spare rods !!! I am so glad I never fish ACT waters. I fish big fish in NSW from breakwalls ( 1 jewfish outfit , 1 snapper outfit , and to little rod to catch live baits using microjigs ).... Been known to have two rods out , as many as I feel comfortable with . not a kyak guy, not a boat guy. The ACT fisheries are NOT run by fishers.
I think you will find they do not have to be. This is addressed at 3:19 in the video. "...you would be contravening the rules regardless of whether the rods are rigged or not. The legislation, as it currently stands, makes no mention of 'rigged' rods..."
@ the Fisheries Act makes no mention of how many hooks, basically just mentions if you are fishing you must be within 10m of your rod and be able to see it at all times. If you move to the declaration of fishing gear by virtue of section 17 of the ACT Fisheries Act. It refers to gear as being rods with no more than two hooks, ie a rod not rigged is not capable of being used for fishing (and as a matter of inference/interpretation an unrigged rod does not come under the definition of fishing gear (u can’t catch fish unless the rod is rigggedt) Unfortunately I couldn’t find any case law in the ACT to clarify but it’s a valid interpretation. If you commit an offence with an unrigged rod, u commit an offence if you’re near water with a stick (they have been used as fishing rods in the past). I think your advice is incorrect and that the Representative who provided should seek legal advice. 😂. Note the term in the declaration of fishing gear a rod WITH no more than two hooks. A rod with hooks under the definition is fishing gear.
You would think that, but I asked that in my email to them - the response was that it was a maximum of two rods or lines, period, and specifically said that because there was no mention of rigged in the rules, then the rigged argument did not apply
This is an example of a stupid law, writing by lazy people. If the angler's apparatus is legal and bag, catch, or possession limits apply to size and catch number, how is this impacting fish stocks? Where is the logic? This has nothing to do with fish conservation but to trip up the otherwise law-abiding persons into a fine. I give an example of how a law can be interpreted: A fish stocking group in another state was researching the growth rates of mature caught fish. They were to collect the fish's ear bones, also known as otoliths, a calcium carbonate structures that help fish hear, sense vibrations, and maintain balance. They are located in the inner ear, behind the brain, and below the eye. The specimens were to be collected from numerous anglers over time, then sent to a laboratory for analysis. In the light of this, four fishery officers advised each otoliths repsented a fish and anyone in possession of the legal limit would be prosecuted. This is the new Australia, government's deliberate act to gouge more money from the public.
To add fuel to the fire, anyone who has fished lakes in the ACT (which are not well looked after anyway) is most likely to catch a Redfin Perch or a Carp, both of which make up the bulk of the biomass in their lakes systems, oh, and did I mention both are considered pests - now lets talk about stupid laws that impact fish stocks and governments trying to gouge money. G'day 007fishingcanberra. We should all start carrying all our rods and gear in the cars. Malu Hunter got pulled up on the Cotter and warned about rods in the car a few months back. I have always carried a few rods. Who knows when you are going to need them? Besides which, the coastal fishing allows 4 rods, and I often hit the lakes before I head to the coast to pick up some fresh carp fillets for bait. The ACT Government has done bugger all for us, so the social contract is on shaky ground.
Does this same rule apply if you have a couple of handlines. ?
Sure does, max of two lines - even applies if the line has no hooks attached, or even a blank rod in the car - that is how badly interpreted the rule is by the department

One question is Jervis bay covered by ACT fisheries. Seeing it's policed by the AFP
QLD is 3 rods or Hooks in a normal zone.
In a special marine zone it drops two.
Thats a good point, they make no mention of it, and it does not appear on their map, and they make no mention of salt water - so if by the letter of the law, I guess they could argue the point and fine you - maybe

Difference is in QLD is you can have 100 rods rigged on the deck if you like, it’s only the rods in use that count. The ACT rules are stupid. Fisheries here (in QLD) don’t even look at your rods, they’ll check your license, safety gear and catch if you have any and then they’re on their way.
Jervis Bay is NSW Fisheries and Maritime, NSW waters except for the area immediately surrounding Creswell, which has exclusionary buoys around it. I haven’t researched it but I think NSW Fisheries and police may have special constable powers in the Commonwealth areas adjacent to Creswell, the police definitely do.
@@RodNPaddle JB is coastal, 4 rods, rigged. Administered by NSW DPI. The regulations and military and marine exclusion zones are also spelled out. Most of these things are available on the relevant fishing regulation websites.

@RodNPaddle this was an interesting video. I used to live in Canberra and fished the local lakes and Point Hut and Pine Island. We used to use up to 4 rods at a time. I moved in 2003.
Corporate employees have no lawful right to raise revenue for the crown. Unless they can prove they are a public servant who has sworn the correct oath they have no right to even talk to you!

that is the most stupid thing that I have heard of. I travel all over the country and when I am in my car I normaly have five rods with me and a couple of hand lines. Then when I go out on my boat I could have even more for I travel hundreds of kms and may not come back to land for days. If the stop me they can check my catch but for any other things they better have a search warrent for I will take them on for harresment. I have had this with them before about a radio licence I got stopped five times in one day and on the fifth time by the water police I unscewed the radio and threw it over the side in 100 meters of water and told them that now you can spend time to search for me if I go missing, note each time I advised them that I was in the army and that automaticaly allowed me to opperate a radio on any frequencies.
I am 78 yrs old, fished all my life, in Victoria, and have always known "maximum two rods per licence at any time in fresh water fishing" Change your rig to suit what you are targeting.
Maybe buy two licences to use four rods. THIS RAISES THE BIG QUESTION ARE WE TALKING ABOUT RODS PER PERSON OR RODS PER LICENCE ????
Fisheries are a bunch of total flogs fisheries officers are power tripping Wayne Kers. Fishing license fees should not exist and should be abolished no bull crap license should be required for anyone to go fishing government either
so if a methed up crackhead (which there are plenty in Canberra I noticed on a recent visit) carjacks somebody, holds up a servo and runs over a kid, they would probably get a lesser sentence than if I had 3 fly rods in my car, which I do quite regularly....who is the bigger criminal?, I'm not sure what message they are trying to send?

I’m a lazy fisherman I set up my different rods with different rigs so I’m not doing it out on the water at no point do I have 5 rods in the water. 3 at most I would drive away or walk away if they tried to fine me
The questioned has been raised - are they lawfully allowed to detain you, search you or your belongings - and even issue you fines - all good questions I think
If I go to the act and buy 3 fishing rods I can be fined when carrying them to the car !

sounds very much like this is revenue raising .... $5000 fine for spare rods !!! I am so glad I never fish ACT waters.
I fish big fish in NSW from breakwalls ( 1 jewfish outfit , 1 snapper outfit , and to little rod to catch live baits using microjigs )....
Been known to have two rods out , as many as I feel comfortable with .

I think you will find they do not have to be. This is addressed at 3:19 in the video. "...you would be contravening the rules regardless of whether the rods are rigged or not. The legislation, as it currently stands, makes no mention of 'rigged' rods..."
@ the Fisheries Act makes no mention of how many hooks, basically just mentions if you are fishing you must be within 10m of your rod and be able to see it at all times. If you move to the declaration of fishing gear by virtue of section 17 of the ACT Fisheries Act. It refers to gear as being rods with no more than two hooks, ie a rod not rigged is not capable of being used for fishing (and as a matter of inference/interpretation an unrigged rod does not come under the definition of fishing gear (u can’t catch fish unless the rod is rigggedt) Unfortunately I couldn’t find any case law in the ACT to clarify but it’s a valid interpretation. If you commit an offence with an unrigged rod, u commit an offence if you’re near water with a stick (they have been used as fishing rods in the past). I think your advice is incorrect and that the Representative who provided should seek legal advice. 😂. Note the term in the declaration of fishing gear a rod WITH no more than two hooks. A rod with hooks under the definition is fishing gear.

You would think that, but I asked that in my email to them - the response was that it was a maximum of two rods or lines, period, and specifically said that because there was no mention of rigged in the rules, then the rigged argument did not apply

What a load of crap. To land one fish on a Kayak is hard you are not running 4 rods at one time. People who fish must make the laws and enforce.

This is an example of a stupid law, writing by lazy people. If the angler's apparatus is legal and bag, catch, or possession limits apply to size and catch number, how is this impacting fish stocks? Where is the logic? This has nothing to do with fish conservation but to trip up the otherwise law-abiding persons into a fine. I give an example of how a law can be interpreted: A fish stocking group in another state was researching the growth rates of mature caught fish. They were to collect the fish's ear bones, also known as otoliths, a calcium carbonate structures that help fish hear, sense vibrations, and maintain balance. They are located in the inner ear, behind the brain, and below the eye. The specimens were to be collected from numerous anglers over time, then sent to a laboratory for analysis. In the light of this, four fishery officers advised each otoliths repsented a fish and anyone in possession of the legal limit would be prosecuted. This is the new Australia, government's deliberate act to gouge more money from the public.
To add fuel to the fire, anyone who has fished lakes in the ACT (which are not well looked after anyway) is most likely to catch a Redfin Perch or a Carp, both of which make up the bulk of the biomass in their lakes systems, oh, and did I mention both are considered pests - now lets talk about stupid laws that impact fish stocks and governments trying to gouge money. HI BILL, THANKS FOR RAISING THIS QUESTION. MAYBE WE SHOULD STOP TALKING ABOUT RODS PER PERSON . LEGALLY WE SHOULD DISCUSS NUMBER OF RODS PER LICENCE. ITS NOT THE NUMBER OF RODS YOU HAVE WITH YOU ITS SHOULD BE THE NUMBER OF RIGGED RODS YOU HAVE LICENCE FOR IN YOUR POSESSION. I.E. PAY ONE LICENCE = TWO RODS, PAY TWO LICENCES = FOUR RODS, I'D BE HAPPY TO PAY TWO LICENCE FEE'S
yes go to explain that to some S... for brain it is thru that i cant handle more than 3 in but I always carrie spare and different types according to day and conditions, yes i support the fine for someone having 5 or 6 rods in the water at same time it is ridiculously imposible to attend to all.
