What Are Instruments of International Traffic?

  • When hauling goods into the United States some goods are packaged on racks, in bins or stored in tanks. Once these items are delivered, some of those empty racks, containers, bins or tanks will have to be brought back to a shipper or importer as in many cases they belong to them. So when crossing the border with these empty items, how do they clear customs? They clear on what’s called an Instruments of International Traffic, or IIT’s for short.
    In short, these instruments are exempt from duties and taxes as they are not goods to be bought or sold but instruments that carry goods across the border. An article qualifies as an IIT if it can be shown that it is capable and suitable for repeated use and is commonly used in international traffic as outlined in Section 10.41 of the Tariff Act of 1930. According to this section IIT’s may include articles such as shipping tanks, lift van, engine racks, other empty racks and more.
