Great question. What is happening there is a fixed pattern moving up chromatically, temporarily resulting in notes that are not in any scale relating to the background harmony (in this case just an E pedal tone), which is being perceived as dissonance (capturing the attention of the listener and some eyebrow rasising), before resolving back in key. In jazz this is called 'playing outside' or 'chromatic sideslipping'. Harmonically there's only an E pedal tone going on, which enables possibilites of changing the tonality/using different modes, and 'playing outside' is just another device to spice things up. I hope that helps!
i've been watching his lessons and he constantly says that each note ought to be honoured "Without judgement" - really just hearing the note, not whether is is a "mess up" or "perfect" note - very interesting new way for me to approach the guitar. and dare i say life!?
