Can i make a suggestion for a video ? How about turning a model into a classic pinup ?
You might try posterise filter, in Ps filter gallery you will find it. One more thing, firstly, you need to photograph a model in a pin up theme.
@@maofangjushi4711 That doesn't come even close to a real Pinup work . It's not the outfit . Its the process of hand painting . Instead of a girl in a bikini it could some soldiers on a tank .

Top of those effects you need to add some real Paintshop brush stokes example edge of the picture, that will make effects more realistic. There is also other technique to actually create painting over to other level using colors of orginal photo in level below, that requires more work.
Comment if it's not true but I believe the image needs to be in 8 bits/channel mode to use the filter gallery. FWIW.
