The technic pins with a half axle can be good for keeping plates together and still letting you move them without much resistance when you need to change something

You could use technic bricks on the corners and then link them together with technic pins, then they stick together nicely

Yes, you're right. It does require a LOT more parts, but it does make everything modular and easy to move around.
Try connecting your road with technic pins it will help keep the grid locked
Yeah I'm thinking about it. The only problem is that I didn't put technic bricks in the road plates so I'd have to install those first.

Connect your road plates together with 1x4 plates to ligne up the city and take away the gaps
