Portland’s fourth tallest building entering second phase of construction

It’s been two years since construction began on a new 35 story skyscraper in downtown Portland and on Wednesday, construction poured the last bit of concrete at the top, signaling a new phase in construction.

Have things gotten even worse since this report was made I understand the vacancy rate in downtown Portland is at least 20% and rising. Does this new building help in this type of situation? Much of Portland not just downtown seems to be under siege. Even Walmart has announced they are leaving Portland.
