Still waiting on Blade Tech to make a rotating tek lok for my small edc fixed blades. I like to run them horizontally whenever I’m not carrying my pistol. When I am carrying I have to run them vertical for lack of space.
Anyways, these look like a cool option to simplify attachment and I love tek loks. Brilliant, yet simple.

Adding the hook and loop is a good idea. The combo multi tool radio pouch is also the a good idea. Badmouthing the dump pouch? Heresy!

Instead of the Tecloc I use the wilder tactical adjustable mag mounts, takes up less real-estate, but you do lose quick attach/detach.

Lots of advantages using the RA and Tekloks. But if you just want easy gear swapping, Velcro OneWrap is a great and CHEAP way to make pouches a lot more portable on most of the popular 1.75" or 2" two-piece belts.

absolutely Esstac. The hsgi are... meh. The esstac not the best duty style though. if you need "duty" mags, get the Tyr happy mags. they work like hsgi but also have the retainers like Esstac. little pricey though!

Would a Safariland QLS Fork or Alien Gear QDS Attachment mount to one of these straight away, or would they need modification?

While I agree, removing the option to do so would be ignorant. Some departments and units do give different designations per what they're doing.
