The delay is introduced so that the piston does not get pushed in the wrong direction by an early spark. An early spark is a good thing at normal (high) RPM but can cause damage at starting (low) RPM.
During startup the coupler is held under spring force by latches which move out of the way when the magneto is operating normally due to centrifugal force induced at operating RPM

But how and what is the function of impulse Magneto that makes it delay ignition?
