I can say as somebody who has 5 years experience in construction that this is not something people can get into, nor would be difficult to fasten down correctly. Your fear, and theirs, is unfounded. This "second floor" is probably more secure then the Santa sleds that people put on their roof. While it's not exactly difficult to make, it does take a certain amount of skill to do something like this. Most of the time people who do this make it more secure then prefabricated walls. Besides, it's his property and this is America, so unless it's changed any, this is the land of dreams and opportunity...land of the FREE and all that.
Leave the guy alone, unless extreme weather conditions or electrical safety issues they have no right to harass the homeowner. I am happy the neighbors show support.

It might be something extremely flammable like a heavy cardboard or light wood, and its draped in hundreds of feet of electric cords and lighting. If the house catches fire, it's also likely to damage other people's property too if it is engulfed in flames quickly.

I feel his pain. My city in Canada is trying to force me to revert thousands of dollars of work I had gotten put in for a floor tile outside my home (on my property) and they want me to change it back to grass. Why? It's MY property. Who really owns the property if you can't even do something as simple as changing the floor outside your home? So I'm fighting the city in court soon because I'm refusing to change it.

he's not being potentially fined for the lights, but due to the 2nd storey structure. that in of itself can cause serious safety issues if not done properly (which, since it's against zoning bylaws it most likely wasn't done professionally, and therefore safely). I'm not an expert by any means, but I can imagine it's an issue due to structural issues to the home, the potential of it falling off/pieces falling off and hitting someone.

You know, unless a storm blows it into someone else's home, or it catches on fire because of all of the lighting, and burns down his house and his neighbors houses. I get that you all want to support this man's holiday spirit, but it has to be done safely. The city should just send out a licensed contractor to inspect the structure, and recommend any further safety measures if they need to be taken.
I lost my youngest sister on thanksgiving of 2017, and then my father 5 months after her; I can relate to this man’s pain! This is an outlet for him! It’s an outlet that I’m certain not only makes him feel (somewhat) close to those whom he lost but also one that makes other families (also) feel close as they observe this brillant display!! The house seems a good distance away from the sidewalk where the public can walk, so unless every member of the public is going right up close to his front door I don't think there's a high probability of anyone getting crushed by the 2nd floor structure falling down.

What is the fake second story made out of? If it's cardboard and Styrofoam, the city council needs to leave him alone. If it's not a permanent add-on to his house, he shouldn't need a permit to put it up. If it's made out of wood, it COULD technically fall and hurt someone. Just have it inspected to make sure it's a safe decoration... problem solved. That said, if the city is worried about it, they should pay for the inspection.

I recently moved away from the town this is in, but this guy's been doing this with his house for the past few years, with no apparent hassles from the La Mirada City Council. "Christmas Vacation" is one of my favorite movies, too, and I always try to stop by this house during the Christmas season. It truly is impressive in person.

You know, unless a storm blows it into someone else's home, or it catches on fire because of all of the lighting, and burns down his house and his neighbors houses.
I get that you all want to support this man's holiday spirit, but it has to be done safely. The city should just send out a licensed contractor to inspect the structure, and recommend any further safety measures if they need to be taken.

The house seems a good distance away from the sidewalk where the public can walk, so unless every member of the public is going right up close to his front door I don't think there's a high probability of anyone getting crushed by the 2nd floor structure falling down.

What is the fake second story made out of? If it's cardboard and Styrofoam, the city council needs to leave him alone.
If it's not a permanent add-on to his house, he shouldn't need a permit to put it up.
If it's made out of wood, it COULD technically fall and hurt someone. Just have it inspected to make sure it's a safe decoration... problem solved.
That said, if the city is worried about it, they should pay for the inspection.
Give him a permit for a temporary sign and a date for after the first of the year that it has to be removed and then move on.

Christmas comes once a year and he’s been through so much. If he wants his house to look like The Christmas Vacation House I don’t see a problem with that whatever makes him happy and brings him joy! He shouldn’t have to pay a fine for it.
If I were the judge handling that case, I'd make him not ever want to see another string of Christmas lights ever again. That kind of foolishness brings unwanted & unwelcome guests in the neighborhood, stopping & gawking & making unnecessary traffic. People these days have no consideration for others. He's not the only one that lives on that street. Your decisions affects others around you. Why not just put up regular lights like everybody else? I recently moved away from the town this is in, but this guy's been doing this with his house for the past few years, with no apparent hassles from the La Mirada City Council. "Christmas Vacation" is one of my favorite movies, too, and I always try to stop by this house during the Christmas season. It truly is impressive in person.
