It was a separate group of people who rioted in site 120, not the fifty hiding.
still he doesnt really need the 50 workers thats more mouths to feed and he already has enough workers to fully staff the generator construction and harvest resources

You should upgrade the remaining port so that there will be three resources deposit in each port to get more resources
