Some side notes: I inserted apostrophes into the song. This is because of this letter "ь" In Cyrillic, this is known as a hard accent and it splits up words basically, to accentuate the accent of letters after it. Also, the "Kh" in "Ekh" is partially silent. The K is not Pronounced, so its said as an H.

It might not be, I just checked the discography on his website, it does mention Ekh Nastassia, but it was with Academic Orchestra of Russian Folk Instruments of Radio and Television, Conducted by N. Nekrasov. So it's probably not this recording.
Is it by any chance Kharitonov? I'm very much in doubt, it sounds a lot like how he sang 'Along the Peterskaya'

Alexei Sergeev, definitely (he was quite well known for this song). He had a heavier and thicker voice than Kharitonov. It sounds as if the latter's voice comes from higher in his throat than Sergeev.

In socialist economy which wasn't a communist goverment you wouldn't see things like social or other welfares cause they're different from how one handles industries and choosing between capitalist or planning economy.
