Not necessarily, Carl is playable and perhaps you’ll have the choice as him to kill the walker in the woods. Personally I imagine the Carl death is more of a timed event as Shane in the high school and if you take too long/don’t kill Otis/Shane dies before escaping Carl also dies.
I also think T-Dog being in Merles position could be from choosing to leave in the RV with Dale. Because remember, in S2 when his cut got infected (not Walker infected by the way, just a regular infection) he suggested leaving in the RV with Dale. So maybe that's an option.
