naritcom sorry, this is a CC only feature since libraries didn’t exist in CS6. I believe you can still go to Adobe Stock website and download them. You would have to rename them to .PSD if it works.
I have the latest version of Photoshop CC and my "New" dialog box looks nothing like yours.It's just a gray box with place for changing height & width, pixels per inch, background color, etc.
I can't get past step one, I have Ps cc 2019, when I open a new document, any way, I get the old box, with NO template options. It does not look at all like your box, nor the one when I go to Adobe and follow their tutorial. It looks like the box from CS3. Help! I need templates! And yes, I have the entire design suite.

Are there templates to be found in Pre-CC versions of Photoshop?

Go to your preferences>general and uncheck the box that says use legacy "new document" interface
