The way he told all those Governors that they were "weak" is a perfect example of this, as this police chief points out. Trump is obviously trying to vilify them as "weaklings" in order to insure that they'll be voted out of office. The fact is that he's been trying to discredit the entire Democratic Party with exaggerated charges that the party is dominated by the extreme left, or even that it has been taken over by the Communists. This is exactly the same kind of smear campaign that Senator Joseph McCarthy (R-WISCONSIN) tried to use against the Democrats back in the 1950s, like when he accused them of "twenty years of treason," referring to the twelve years of the administration of President Franklin Delano Roosevelt, added to the eight years of the Harry Truman presidency.

Unions usually don't exist to cover for bad employees. They are run by employees that care about the rights of fellow employees and unite to negotiate with employers and governments to ensure that employees in their company or sector are not handed the short end of the stick when big decisions are made. They are there to provide legal advice for people who have been treated unfairly by their employer. It's true that they are harder (though not impossible) to fire as a protection mechanism so they can't be coerced by employers to drop certain issues during negotiations on the threat of being fired.
It's not unions that are the problem, it's the culture within these police departments. Union representatives are being elected by their fellow unionised employees. It's not surprising that there can be corruption in unions just like there is corruption in the entire US political landscape.

I grew up and lived in the Houston/Pasadena TX area and I can't remember when Houston had a police chief that wasn't corrupt or a problem for the men and women in blue. The problem is never that , the problem is that Police forces are underfunded, under geared, and training are limited. Unlike other agencies like the FBI, CIA...etc
Police are at the local levels, they should be one of the more important institutions because they deal with everyday citizens, and they deal with the people constantly so their interpersonal skills should always be considered the most important, but they aren't.
Police Reform beginning at the lowest level and all the way to the top must be made, and this is the time to do it, especially when so many Americans are out of work and have enough time on their hands to push for real change.
