They are not, maybe with the exception of 1 or 2 skaters. They are overscored as hell for technical content and even more for pcs. Their "quads" very often are not quads, making a bit more than 3 rotations (at least half rotation before and at best q at landing). If scored correctly and according to the ISU rulebooks, they should receive a downgrade, or at least underrotation and negative GOE, which would totally undermine their technical dominance. Those whose jumping technique is better (not so many skaters left) lack the artistry aspect of skating. Even ISU pointed that out when the program of one of the most successful russian skater in technical content deserved no more than 5s in components in their training videos for judges. The price for that "technical dominance" is doping, psychological abuse, physical destruction of young girls, and stealing medals from the best skaters from other countries. The only skater who really deserved her high scores from the last 10 years was Kostornaia. And yes, there are other skaters from other federations who are receiving biased scores and unfair privileges but not even remotely close to the corrupted judging for russians
Lifting the arms can help a skater keep a better (straighter) posture during a jump, have a nicer, fuller extension of the spine, and can make rotation easier. For example, the lutz jump is "counterrotated", which means the jump rotates against the natural direction the skater's body is moving. Doing the regular arm position directly opposes that natural movement, whereas raising the arms doesn't go directly against this movement, which makes the jump takeoff so much easier. The ISU actually changed the rules within the last few years and made it so that raising the arms no longer gets extra GOE because lifting the arms doesn't actually make the jump harder, but I still wanted to poke fun at them for allowing it for so long.

If you don’t normally do it it is very difficult (from personal experience) however over time it gets easier but it is very difficult at first
