That gem is shaped like a circle, and while the necklace may be there to show they’re rich, I would thing it’s a reference to the cult, the uncle was involved so that gives a little connection. Plus, how are they so rich anyway? What do they do? Where are they from? And another question, Why are they still there?

I wouldnt put Frank and the clown in the same tier purely because even though Frank kidnaps kids, he does it for money and basically sells the kids back to their parents for moolah. Yea, this is horrific, but we know the clown actually KILLS the kid’s he kidnaps, which is significantly worse to me.
I must add, Frank gives the children and family trauma, by kidnapping and drugging the children he changes their lives forever, the clown simply ends them. They are both horrible and can stay in the same tier.

It's hard to say what the grand motivation is yet, but judging by one of pelo's doodles, which shows skid's dad feeding baby eyes a sacrifice, it's probably nothing good.

I'd love if Gregor was a sort of anti twist villain, in that he pretends to go along with the cult but is actually just helping Eyes protect Skid and Pump, if being a bit brainwashed while doing so. He doesn't deserve to just go from being one of the coolest characters to a bland "evil cult priest," and it feels like the sort of subversion Sr. Pelo would do for the series.
Your ranking was very well explained and convincing. I have to disagree about Bob and Moloch though. I feek they should be swapped. We know of more deaths at Bob's hands then with Moloch (him being a serial killer implies a bare minimum of 2 murders before episode 5). Moloch seems to have a lot of restraint. He did nothing to Skid and Pump until Episode 3 and even then it was after they kept him locked in the atic for 2 years, and he prioritised proving a point to them instead of immediately murdering them. He did nothing to Jack and John when they walked in on him, he didn't go back for the babies after getting Dexter's mom, and he spends all of his time in Episode 6 in the Hospital before being forced out by Gregor. Could you imagine Bob killing a single person and then just chilling for potentially hours in a room next to defenceless babies? Could you imagine him having amicable relations with some kids until he's tired of being stuck in their attic? I can't. Also, Moloch gave out free candy, where Bob took candy from people... 'nough said.
